13-D: Request of Mayor Bloom that the City Council support AB 768, state
legislation authored by Assemblymembers Mike Gatto and Fiona Ma
whereby the state occupies the field of male circumcision, and H.R. 2400
authored by Congressman Brad Sherman (D-Sherman Oaks) whereby the
federal government occupies the field of male circumcision. Each bill
would pre-empt local jurisdictions from enacting a patchwork of local
regulations and/or bans. Each has been introduced in response to efforts
on the local level in California jurisdictions, including a stalled attempt in
Santa Monica and a San Francisco initiative attempting to outlaw
circumcisions of minor males.
