Subject: Adoption of Resolution Authorizing Used Oil Payment Program
Recommended Action
Staff recommends that the City Council adopt the attached five year resolution
authorizing the City Manager to submit and execute applications, agreements, and
annual reports for CalRecycle's Used Oil Payment Program.
Executive Summary
The City relies on state funding to implement and administer its used oil and filter
recycling program. The adoption of SB 546 caused administration of the grant to be
shifted from the California Integrated Waste Management Board (CIWMB) to the
California Department of Resources Recycling and Recovery (CalRecycle). In order for
the City to continue receiving funding, Council must adopt a resolution by Aug 1, 2011
acknowledging CalRecycles's Used Oil Payment Program (OPP) and grant signature
authority to submit and execute applications, agreements, and annual reports.
Historically signature authority has been granted to the City Manager. The City
anticipates receiving approximately $25,000 under the new OPP2 program for FY 2011-

Discussion
CalRecycle has established the OPP to make payments to qualifying jurisdictions for
implementation of their used oil and oil filter recycling programs. The OPP was
authorized by SB 546 and replaces the Used Oil Block Grant Program (UBG). As part
of the UBG the City has received 17 used oil recycling grants totaling $883,955.73. As
part of the OPP1 program the City applied for and received two payments totaling
$29,471. In order to complete the application for OPP2 funding, CalRecycle requires
that jurisdictions submit a single resolution by August 1, 2011 which authorizes local

participation on its own behalf, without the participation of regional entities. The City's
current resolution authorizes regional participation from the County of Los Angeles. The
attached resolution would be valid for five years and resubmitted to Council for renewal
after that period. Adoption of the attached resolution will satisfy CalRecycle's
requirement.
Previous Council Action
On July 29, 2009 Council adopted resolution number 10185 CCS granting signature
authority to the City Manager to apply for and. receive Used Oil Recycling and
Household Hazardous Waste (HHW) grant agreements on behalf of the City of Santa
Monica.
On July 13, 2010 Council adopted resolution number 10510 CCS granting signature
authority to the City Manager to apply for and receive Used Oil Payment Program
funding on behalf of the City of Santa Monica as Lead Agency and the County of Los
Angeles as participating agency. The attached five year resolution will replace this
current resolution. The Office of Sustainability and the Environment is responsible for
administering and implementing the various aspects of the new OPP.
Currently, the City operates a permanent HHW Collection Center available to residents
free of charge. Small businesses located in Santa Monica may also use the facility on a
fee for service basis. Used motor oil and filters are one of the many products brought to
the HHW collection center for disposal. These collection programs help to ensure that
HHW (including oil) is not improperly disposed of in the solid waste stream or dumped in
a sewer or storm drain.
OPP funds will be used to:
• conduct comprehensive informational campaigns
• purchase oil collection containers for distribution free of charge to Santa Monica
residents

• purchase and- install new billboard-type signs for City solid waste vehicles
• develop outreach materials for HHW management
• support the operation of the certified collection centers
• maintain used motor oil recycling public outreach to underserved communities
and schools
• maintain oil and filter recycling sites for airport tenants
• support the use of re-refined oil in City. vehicles
• install catch basin inserts with carbon filters to capture used motor oil from urban
runoff
• support regional campaigns with the County of Los Angeles
Financial Impacts & Budget Actions
There are no financial impacts associated with the adoption of this resolution. However,
following adoption, the City will be eligible to receive annual OPP funding from the state.
The annual grant award amounts vary and once the grant has been awarded it will be
appropriated during budget changes at mid-year.
