Subject: Resolution Setting Parking Rates
Recommended Action
Staff recommends that City Council adopt the attached Parking Rates Resolution
correcting an ambiguity in Resolution No. 10551 (CCS) related to Annenberg
Community Beach House at Santa Monica State Beach parking rates and authorizes
the City Manager to lower the Civic Center and Main Library and raise downtown
parking rates to facilitate implementation of the Downtown Interim Parking Plan in
conformance with Council policy.
Executive Summary
Over the past year, staff has focused on implementing various parking improvements to
improve the efficiency of the operations and to further the goals of the Walker Parking
Study. This effort has resulted in the identification of various ways to improve parking
operations that have an impact on existing stakeholders. On December 14. 2010,
Council adopted a resolution to establish a free parking period in the downtown parking
structures and to make permanent a pilot project providing validated parking for the
Sunday Main Street Farmers' Market. That resolution referenced Northern Beach Zone
Lot 10N which, since the opening of the Annenberg Community. Beach House at Santa
Monica State Beach, is no longer signed or referred to as "Lot 10N." On March 8, 2011,
during discussions related to the Downtown Interim Parking Plan, Council delegated
authority to the City. Manager to raise parking rates in the downtown or lower parking
rates in the Civic Center to ensure the success of the Plan. The attached resolution
resolves the inconsistency and formalizes the parking rate policy previously approved
by Council.

Discussion
Beach House Parking
On March 3. 2009, Council adopted Resolution No. 10383 (CCS) setting parking rates
and community use and facility fees and charges for the Annenberg Community Beach
House at Santa Monica State Beach (Beach House). That resolution granted the City
Manager authority to set parking rates up to $10 maximum per day and $4 per hour.
Subsequently, on December 14, 2010, Council adopted Resolution No. 10551 (CCS),
setting parking rates in Northern Zone Beach Lots 4N through 10N. Since the opening
of the Beach House, the parking lot at 415 Palisades Beach Road is no longer Lot 1 ON
and, therefore, the resolution should have referenced Northern Beach Zone Lots 4N
through 9N and should have included a separate section referring to the Beach House
parking rates adopted as part of Resolution No. 10383 (CCS). The attached resolution
incorporates the "Beach House Lot" rates by reference to achieve the comprehensive
parking rate resolution staff desires to ensure transparency.
Downtown/Civic Parking
On March 8, 2011, Council considered the Downtown Interim Parking Plan related to
the reconstruction of Parking Structure 6, demolition of Parking Structure 3 and
construction of the Civic Center area projects. At that meeting, Council had extensive
discussion related to providing the ability for the City Manager to raise downtown
parking rates and lower Civic Center and Main Library parking rates to ensure
successful implementation of the Interim Parking Plan. The approved City Council
Minutes included authority for the City Manager to lower downtown and Civic Center
parking rates, if in the City Manager's judgment, such lowering would fulfill Council's
objective of causing parkers to relocate during the interim period, and thereby ensure
the success of the Downtown Interim Parking Plan. The attached resolution seeks to
formalize that authority in the comprehensive rate resolution and also seeks Council
approval for the City Manager to raise rates in the downtown if in the City Manager's
judgment, such raising of rates would facilitate the success of the Interim Parking Plan.
