Subject: Purchase of One Dump Truck
Recommended Action
Staff recommends that the City. Council award Bid #3049 to Rush Truck Center, a
Texas-based company, for the purchase and delivery of one new and unused dump
truck in the amount of $204,808.
Executive Summary
In accordance with the City's Vehicle Replacement Program, a dump truck currently
being used by the Water Division is due for replacement. Staff recommends that a
purchase order be issued to Rush Truck Center to furnish and deliver one new and
unused dump truck in the amount of $204,808. The dump truck will be used by Water
personnel to transport loose material
Discussion
The dump truck will be used by Water Division personnel and will replace a vehicle that
has reached the end of its useful life and is scheduled for replacement at this time.
Dump trucks are used to carry earth, hot asphalt and pavement debris. As referenced
in the Information Item that was submitted to the City Council on January 15; 2008, two
of the goals of the Reduced-Emissions Fuels Policy for Vehicle Purchases are to reduce
emissions and to reduce the use of petroleum fuels. The purchase of this CNG low
emission dump truck will contribute to these goals.

Vendor Selection
In April 2011, the City published Notices Inviting Bids to furnish and deliver one new and
used dump truck to be used by the Water Division in accordance with City
specifications. The bid was posted on the City's on-line bidding site and notices were
advertised in the Santa Monica Daily Press in accordance with the City Charter and
Municipal Code provisions. Four bids were received from three vendors and were
publicly opened and read on May 9, 2011 per Attachment A.
Bids were evaluated based on the ability to meet specifications, equipment operation
and quality of the equipment. Staff requested demonstrations from vendors and some
were not able to provide a vehicle for the City to view. The bid submitted by Rush Truck
Center with the Scelzi dump body meets or exceeds specifications, Water Division
operators were able to operate a demo unit of the exact same specifications and it
performed well. Based on these criteria, Rush Truck Center is recommended as the
best bidder.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Rush Truck Center is $204,808. Funds
are available in the Fleet Vehicle Replacement Program Account 0540167.589000.
