Recommended Action Staff recommends that the City Council reject all bids received for the LED Streetlighting and Pier Lighting Retrofits Project. Executive Summary The LED Streetlighting and Pier Lighting Retrofits Project (Project) is a federally funded project intended to replace existing street light luminaires with light-emitting diode (LED) luminaires and retrofit the existing perimeter fixtures and/or lamps on the Santa Monica Pier with LED fixtures. The Project was advertised for bids and five bids were received. Staff recommends that City Council reject all bids and re-advertise the Project due to an error in the bid documents. Discussion In December 2009, the City was awarded an Energy Efficiency and Conservation Block Grant (EECBG) from the U.S. Department of Energy as part of the American Recovery and Reinvestment Act of 2009. Replacement of existing municipal lighting infrastructure with a more energy-efficient lighting type was a targeted use for EECBG funds. A portion of the EECBG funds allocated to the City were designated to replace-existing streetlighting fixtures in residential areas and retrofit existing perimeter fixtures on the Pierwith energy-efficient LED lighting. In April 2011, the City published Notices Inviting Bids for the LED Streetlighting and Pier Lighting Retrofits Project in accordance with City specifications. Bid documents were posted on the City's on-line bidding site, and notices were advertised in the Santa Monica -Daily Press in accordance with City Charter and Municipal Code provisions. 1 Five bids were received and publicly opened on May 5, 2011. During review of the bids, it was determined that the bid documents erroneously indicated that the cost of the additive alternate items not be considered in the determination of the best bidder. Staff recommends rejecting all bids, revising the bid documents to obtain competitive bids based on the complete scope of work, and re-advertising the Project in July-August 2011. Staff will return to City Council with a recommendation to negotiate and execute a contract for the Project in September-October 2011. Financial Impacts & Budget Actions There is no budget or financial impacts associated with the recommendation made in this report.
