Subject: Contract with Motorola, Inc. for maintenance and repair service for Police
and Fire radio communication equipment.
Recommended Action
Staff recommends that the City Council .authorize the City Manager to execute a sole
source contract with Motorola, Inc., a Illinois based company, to continue maintenance
and repair agreements for Police and Fire radio communication equipment for a period
of one year, with three additional one-year renewal options at a total cost of $369,777.
Executive Summary
Motorola, Inc. is the manufacturer of communication equipment such as portable and
mobile radios, base station equipment and mobile data. computers used within the City's
Police Department and Fire Department. Motorola, Inc. has provided. maintenance and
repair of this equipment to the City's satisfaction since the 1980s. The cost for
maintenance of Police and Fire radio equipment and systems shall not exceed
$123,259 per year based on the current equipment inventory.
Discussion
Motorola, Inc. is the manufacturer of the Police Department and Fire Department radio
communication systems and equipment. These systems utilize proprietary technology
developed by and available only from Motorola, Inc.. The parts required to perform
maintenance and repairs of the system, and the support for the proprietary equipment,
is available only from Motorola, Inc.
Section 2.24.080 of the Santa Monica Municipal Code allows exception to competitive
bidding when items or services are purchased from a sole source manufacturer.

Financial Impacts & Budget Actions
The total contract amount to be awarded to Motorola, Inc. is $123,259. Funds are
included in the FY 2011-12 budget at the following accounts:
01304.533580 $88,971
01316.555010 $34,288
Funding requirements for exercise of the three optional extensions will be requested in
future fiscal years' proposed budgets and will be subject to Council review and
approval. Optional future year contract extension costs are calculated by applying CPI
escalators to current year (FY 2011-12) contract amounts. If the necessary funds for a
future fiscal year are not appropriated by City Council, the agreement will allow for
termination of the contract, without penalty, at the sole discretion of the City.
