r-10585ATTACHMENT F1 City Council Meeting: 06-21-2011 Santa Monica, California RESOLUTION NO. 10585 (CCS) (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA SETTING PERMIT AND USER FEES FOR NEWSRACK PERMITS, BLANKET UTILITY PERMITS, AND STREET OFFSiTE IMPROVEMENTS WHEREAS, it is the policy of the City of Santa Monica to charge for the full cost of services provided by City staff when such services benefit individual users rather than members of the community as a whole; and WHEREAS, the City desires to revise and establish permit and user fees in order to recover costs associated with these activities, to preserve public resources for the benefit of the community as a whole and to avoid diverting these resources to the benefit of individuals: and WHEREAS, after reevaluation of current City costs to provide services related to street offsite improvements, newsrack permits, and blanket utility permits, the City desires to revise the fees for such services in order to more accurately reflect and recover the City's cost of providing these services. ATTACHMENT Fl NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The following fees are established for services of the Public Works Department, effective June 22, 2010. A. Newsrack Permits: New installation -permit for the $155 for the first rack, plus $85 for each installation of a newsrack in the public additional rack on the same permit right-of-way Renewal of a newsrack permit $84 for the first rack, plus $43 for each additional rack on the same permit Impound fee for the removal and storage $142 per rack of a nohconforming newsrack B. Blanket Utility Permits: Minor use of public right-of-way (up to $88 per work activity in the public right-of- 320 square feet) way Minor excavation (up to 24 linear feet) $197 per work activity in the public right- - of-way C. SECTION 2. All fees adopted by Resolution 10487 (CCS), to the extent not in conflict with this resolution, will remain in effect. SECTION 3. Commencing on July 1, 2011 and on July 1 of each fiscal year thereafter all fees established by this resolution, unless noted otherwise, shall be Administratively revised and increased annually by a factor equal to the difference in the Los Angeles-Anaheim-Riverside Consumer Price Index for Wage Earners and Clerical Workers for the period February through February of the prior fiscal year, except that any such administrative revision shall not be less than any annual cost of living adjustment provided to the employees of the City of Santa Monica through Memorandums of Understanding entered into between the City and the employees' 4 bargaining representatives for the comparable fiscal year, and in no event shall the annual administrative revision be less than zero percent (0%). SECTION 4. The City Clerk shall certify to the adoption of this resolution and thenceforth and thereafter the same shall be in full force and effect.
