Subject: Granular Activated Carbon Replacement Services
Recommended Action
Staff recommends that the City Council award Bid #3055 to Carbon Activated Corp., a
California-based company, to provide Granular Activated Carbon (GAC) replacement
services at the Charnock Well Field for one year in an amount not to exceed $800,000.
Executive Summary
The periodic replacement of Granular Activated Carbon filtration media is required for
the removal of contaminants in the groundwater at the Charnock Well Field. Carbon
Activated Corp. is recommended to provide Granular Activated Carbon replacement
services at the Charnock Well Field at specified unit prices plus applicable sales tax for
an amount not to exceed $800,000 for one year.
Discussion
Granular Activated Carbon filtration media is required for the removal of Methyl tert-
Butyl Ether (MTBE), tert-Butyl Alcohol (TBA) and other volatile organic chemicals
(VOCs) in contaminated groundwater at the City's Charnock Well Field. GAC filtration
media must be replaced periodically to optimize the removal of MTBE, TBA and other
VOCs. The contractor removing the spent media will also provide related services such
as carbon sample testing, regeneration of spent filter media at an off-site facility for
resale, and replacement with virgin, coconut shell. carbon as needed.
Vendor Selection
In May 2011, the City published Notices Inviting Bids to provide granular activated
carbon replacement services for water treatment in accordance with City specifications.

The notice was published in the Santa Monica Daily Press and posted on the City's web
site. The following four bids were received and publicly opened on May 26, 2011:

Carbon Activated Corp. is recommended as the best bidder based on unit price, quality
of services offered, and direct experience. Staff contacted reference agencies and all
respondents reported that work performed by Carbon: Activated Corp. was completed
satisfactorily. Carbon Activated Corp. has performed similar services for the City of
Riverside, City of San Bernardino, San Gabriel Valley Water Company, and Golden
State Water Company.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Carbon Activated Corp., for aone-year
term is $800,000. Funds are available in the FY2011-12 budget in account
05672.544014.
