Executive Summary The City owns and maintains various meter vault lids, fire hydrants, pipes, pumps, and water production and treatment buildings that must be painted on a periodic basis to prevent deterioration of the structures. DAVIAN is recommended to provide painting services for the City's water system facilities at specified labor rates for an amount not to exceed- $345,000 for three years: Discussion The City owns and maintains various meter vault lids, fire hydrants, pipes, pumps, and buildings at the Arcadia and Charnock water production and treatment plants. These structures must be painted at least every ten years, or on an as-needed basis depending on the structure, to prevent the corrosion and deterioration of the metal and preserve the aesthetics of the City's infrastructure. Staff recently identified a list, of buildings at the Arcadia and Charnock facilities that are in need of painting services, which include: Arcadia Water Production Plant Original lab and storage garage • Original air scrubber shed 1 • Original storage shed • Original carpenter shop • Original administration building • Original office and conference building • Hydrogeneration building (not iri use} • Two operator residences • New electrical room and filter complex • New reverse osmosis filtration building • New Fluoride building Charnock Water Treatment Facility • Original control building • Original chlorine building • New control room and electrical building • New chemical storage building On an ongoing basis, painting services are required for existing and newly installed hydrants, new meter vault plates, and existing pipes and pumps when the paint has deteriorated. Vendor Selection In April 2011, the City issued Notices Inviting Bids to provide painting services for water system facilities in accordance with City specifications. The notice was published in the Santa Monica Daily Press and posted on the City's web site. The following three bids were received and publicly opened on April 21, 2011: 2 Emergency (After Bidder Hourly Rate Hours) Rate DAVIAN $ 28.00 $ 28.00. C.T. Georgiov Painting Co. $ 35.00 $ 60.00 SWL Painting $ 45.00 $ 60.00' `Includes materials DAVIAN is recommended as the best bidder based on hourly rate, quality of services offered, and direct experience. DAVIAN has provided painting services for water system facilities for the past 15 years. Financial Impacts & Budget Actions The purchase order amount to be awarded to DAVIAN for athree-year term is $345,000. Annual expenditures are estimated at $115,000. Funds in the amount of $345,000 are included in the Proposed Budget for FY2011-12 and FY2012-13 in account 25671.555010.
