Subject: Construction Contract for the 1550 Pier Parking Lot Storm Drain
Improvement Project
Recommended Action
Staff recommends that the City Council:
1. Authorize the City Manager to negotiate and execute a contract with Mike Prlich
& Sons, Inc., aCalifornia-based company, in an amount not to exceed $422,738
(includes a 10% contingency) for the construction of the 1550 Pier Parking Lot
Storm Drain Improvement Project.
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
3. Authorize the budget changes as outlined in the Financial Impacts and Budget
Actions section of this report.
Executive Summary
The purpose of the 1550 Pier Parking Lot Storm Drainage Improvement Project is to
alleviate the flooding that occurs in the lot during storm events. Following a competitive
bid process, the construction contract is recommended to be awarded to Mike Prlich &
Sons, Inc. in the amount of $422,738 (includes a 10% contingency).
Discussion
The 1550 Pacific Coast Highway Parking Lot is roughly nine acres and is located just
north of the Santa Monica Pier. Currently, storm water runoff. from this parking lot
drains to a small pump station that pumps stormwater to an existing clarifier treatment
system. The pump is not adequate to handle the high volume of runoff from the parking
lot. It frequently breaks and gets clogged with sand causing the parking lot to flood
during heavy rain events, limiting use of the parking lot.

It has been determined that the best solution would be to have the parking lot drain into
a gravity storm water collection system instead of the existing pump system. This new
design will alleviate the flooding problems in the parking lot and ensure that runoff from
the parking lot is properly treated at an existing clarifier treatment system.
Contractor Selection
On April 14 and 16, 2011, the City published a Notice Inviting Bids in the Santa Monica
Daily Press and on the city's website. Thirty-three prospective contractors requested bid
packages. The City Clerk's office received two sealed bids, which were publicly opened
by the Deputy City Clerk on May 9, 2011. Bid results are as follows:

All bids were evaluated on competitive pricing, understanding of the project's scope,
direct experience with similar projects, approach to the work, technical competence,
qualifications of the proposed staff, and the ability to meet the project schedule.
Additionally, references listed by contractors were contacted to ascertain past
performance on similar projects.
Staff recommends Mike Prlich & Sons, Inc., aCalifornia-based company, as the best
bidder based on their price, quality of services offered, and experience with similar
projects. Recent projects completed by Mike Prlich & Sons, Inc. include various utility
projects for the cities of Los Angeles, Fullerton, Carlsbad, Riverdale, Garden Grove, and
Cypress. Staff contacted reference agencies and all respondents reported that work
performed by Mike Prlich & Sons, Inc. was completed in a timely and cost-effective
manner while maintaining consistent quality. Staff also verified with the California
Contractors State License Board that Mike Prlich & Sons, lnc. and its subcontractors'
licenses are current, active, and in good standing.

Financial Impacts & Budget Actions
The contract amount. to be awarded to Mike Prlich & Sons, Inc. is $422,738. Funds in
the amount of $150,000 are available in the FY2010-11 budget in account
0117006.589000, 1550 Lot Pump System. The contract award requires a budget
transfer of $272,738 from account M010085.589000, City Facility Maintenance, to
account 0117006.589000.
