sr-062811-3n~;tY of i i Santa monies City Council IVleeting: June 28, 2011 Agenda Item: 3~ To: Mayor and City Council From: Andy Agle, Director of Housing and Economic Development Subject: Professional Services Agreement to Implement a Financing Program for the Mountain View Mobile Home Park Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Keyser Marston Associates, Inc. (KMA), a Los Angeles-.based company, in a sum not to exceed $85,000, to develop program documents and administer a financing program for the Mountain View Mobile Home Park (MVMHP). Executive Summary On December 14, 2010 City Council approved a voluntary Financing Program (Program) for MVMHP that will include three options to assist residents (a deferred payment loan; lease-to-own; and renting from the City) who wish to replace their existing homes with new manufactured homes. Staff recommends that the City contract with KMA to develop the financing program documents, in accordance with the general terms outlined in the staff report to Council, and process up to 54 applications from residents, at a cost not to exceed $85,000. Background Mountain View Mobile Home Park (MVMHP) was purchased by the City in 2000 to preserve affordable housing. A comprehensive improvement project that updated the Park's infrastructure was completed in September 2010. Currently, 20 City-owned travel trailers and mobile homes are being replaced with new, sustainable manufactured homes. The Council-approved voluntary Financing Program (Program) for MVMHP will create further opportunities for existing residents to purchase or lease new, quality, sustainable manufactured homes. 1 Contractor Selection In April 2011, staff issued a Request for Proposals (RFP) for a Professional Services Contract to develop and implement a Financing Program for the Mountain View Mobile Home Park. Two responses were received. Housing & Economic Development staff reviewed and evaluated the proposals based on criteria including staffing, experience, qualifications, technical skills, fee schedule and references. The review committee concluded that both proposals received were from qualified applicants capable of carrying out the scope of work. Staff recommends selecting KMA due to their demonstrated expertise in the field, excellent references, and competitive pricing. Financial Impacts & Budget Actions The contract to be awarded to KMA will not exceed $85,000. Funds in the amount of $85,000 are available in account number H15004908.589000.
