Subject: Reject Bid #3048 to Supply and Deliver Brake Reline Kits
Recommended Action
Staff recommends that the City Council:
1. Reject all bids received for Bid #3048 for the supply and delivery of brake reline
kits.
2. Authorize the City Manager to issue an interim purchase ,order to American
Moving Parts, a California-based corporation, in an amount not to exceed
$70,000, for the period July 1 through September 30, 2011 to supply and deliver
brake reline kits until a formal bid is awarded.
Executive Summary
Staff recommends that City Council reject all bid responses to bid #3048 to supply and
deliver brake reline kits to permit a revision to the technical specifications. Staff also
recommends issuing an interim purchase order to American Moving Parts for three
months for an amount not to exceed $70,000 which would allow for the purchase of
brake reline kits until new bids are obtained and the formal bid is awarded by Council.
Discussion
In May 2011, the City published Notices Inviting Bids to provide brake reline kits as
required by the Big Blue Bus in accordance with City specifications. The bid was
posted on the City's on-line bidding site, and notices were advertised in the Santa
Monica Dailv Press in accordance with City Charter and Municipal Code provisions.
Two bids were received and publicly opened on May 16, 2011. However, one bid listed
a price for equivalent parts, which was not authorized in the specifications. In order to

revise the specifications to obtain competitive bids, staff recommends rejecting all bids
and issuing a revised Notice Inviting Bids.
Financial Impacts & Budget Actions
The amount of the interim purchase order to be issued to American Moving Parts is
$70,000. Funds are available in account 41.111006 in the proposed FY 2011-13
budget submitted to Council for review and approval.
