Subject: Janitorial Services for The Big Blue Bus
Recommended Action
Staff recommends that the City Council authorize the City Manager to award Bid No.
3042 to American Building Maintenance, aCalifornia-based company, to provide
janitorial services in the total annual amount of $98,472.
Executive Summary
Staff recommends awarding Bid No. 3042 to American Building Maintenance for
janitorial services at specified unit prices plus applicable sales tax through June 30,
2012. Two additional one-year renewal options are available, subject to annual budget
approval. The total expenditure for FY 2011-12 is $98,472.
Discussion
The Big Blue Bus is a 24/7 operation with an Administration, Fuel and Wash, and a
Maintenance facility which requires janitorial services. The Big Blue Bus currently
outsources the janitorial services for the three facilities. In addition to the contracted
services, the Transit Maintenance Division has one Custodial I position funded. The
contractor will coordinate all services with the Transit Facilities Maintenance
Superintendent to ensure the most appropriate care and maintenance of the Big Blue
Bus facilities.
After a review of the bids, seven companies were invited to participate in interviews
American Building Maintenance was both the low bidder and had the most responsive
interview presentation.

Vendor Selection
In April 201.1, the City published Notices Inviting Bids to provide janitorial services as
required by the Big Blue Bus in accordance with City specifications. The bid was
posted on the City's on-line bidding site, Planet Bids, and notices were advertised in the
Santa Monica Daily Press in accordance with City Charter and Municipal Code
provisions. Thirteen bids were received and publicly opened on April 21, 2011 per
Attachment A. Bids were evaluated by Purchasing and Big Blue Bus staff based on the
company's interviews, representation pricing, experience and references they provided.
Based on these criteria American Building Maintenance is recommended as the Best
Bidder..
Financial Impacts & Budget Actions
The purchase order amount to be awarded to American Building Maintenance for FY
2011-12 is $98,472. Funds in the amount of $98,472 are included in the FY 2011-12
budget, at account 41651.555015, Outside Repairs -Building Maintenance. Budget
authority for future years will be requested in each biennial budget cycle for Council
approval. All monies expended for the purchase of janitorial services will be from transit
specific funding sources.
