sr-062811-3dCity Council Meeting: June 28, 2011 Agenda Item: 3~ To: Mayor and City Council From: Stephanie Negriff, Director of Transit Services Subject: Towing Services for Transit Buses Recommended Action Staff recommends that the City Council award Bid No. 3039 to Tom John Towing, a California-based company, to provide towing services for athree-year term, for a total amount of $200,000. Executive Summary Staff recommends award of Bid No. 3039 to Tom John Towing, to provide vehicle towing services for transit coaches and fire apparatus at specified unit prices plus applicable sales tax. The total expenditure for the three-year term is $200,000. Discussion Transit buses and fire apparatus incorporate heavy duty components and sensitive equipment. When components such as engines, transmissions, differentials and fuel systems fail, a tow service is used to safely and carefully transport the vehicle. The tow service includes proper clean-up and disposal of fluids spilled by the vehicle being towed and applicable transport permits. Vendor Selection In April 2011, the City published Notices Inviting Bids to provide towing services as required by the Big Blue Bus in accordance with City specifications. The bid was posted on the City's on-line bidding site, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. 265 potential bidders were notified and 10 vendors downloaded the bid packet. There was one bidder who appears qualified based on ability to meet the minimum qualifications. Tom John 1 Towing is a reputable company and owns the most up-to-date equipment available in the towing industry. Financial Impacts & Budget Actions The purchase order amount to be awarded to Tom John Towing for the three-year term is $200,000. Funds in the amounts of $66,667 for FY 2011-12 and $66,667 for FY 2012-13 have been included in the FY 2011-13 budgets, at account 41651.555011, Outside Repairs -Buses. Future funding in the amount of $66,667 will be requested in the FY 2013-14 budget, and will be contingent upon Council approval. All funds used for this purchase come from funding sources specifically dedicated for transit uses.
