sr-061411-3aaCity Council Meeting: June 14, 2011 Agenda Item: J"' ~~ To: Mayor and City Council From: Dean Kubani, Office of Sustainability and the Environment Subject: Building and Structure Pest Control Services Recommended Action Staff recommends that the City Council award Bid #3041 to Innovative Pest Management, aCalifornia-based company, to provide building and structure pest control services for athree-year term, for a total amount of $300,000. Executive Summary In 1996 an integrated pest management (IPM) program was developed and implemented for City facilities. Where conventional pest control techniques rely heavily on chemical pesticides, IPM provides a broad set of tools, such as monitoring, preventative measures that reduce access to food, water and harborage and non- chemical controls, with which to effectively manage pest populations. These pest control methods are not only very effective, but also contribute to a safer community and healthier environment due to a reduced dependence on harmful pesticides. The City's pest control operator performs the majority of pest control for City buildings and structures. The total expenditure City-wide for the three-year term is not to exceed $300,000. Discussion The City of Santa Monica requires the services of a licensed pest control operator to provide control of ants, rodents, flies, cockroaches and other pests associated with buildings and structures as required by various divisions. The City began implementation of an integrated pest management (IPM) program in 1996 to achieve the goals of its toxics-use-reduction program and reduce the threat of pesticide exposure to humans and the environment. The IPM program has been successful in providing long term control of structural pests while reducing pest control costs. Selection of a pest control operator with expertise in integrated pest management is critical to the continued success of the City's IPM program. In previous years the City 1 has selected pest management contractors using an informal bid process because the annual cost of pest control services has not exceeded the threshold for City Council approval. This year staff conducted a formal bid process for these services because the total cost of the services over the three year term of the contract was expected to exceed the threshold for Council approval. Contractor/Consultant Selection On April 15, 2011, the City published Notices Inviting Bids to provide pest control services as required by City divisions in accordance with City specifications. The bid was posted on the City's on-line bidding site, Planet Bids, and notices were advertised in the Santa Monica Daily Press in accordance with City Charter and Municipal Code provisions. Nine bids were received and publicly opened on April 29, 2011, per attachment A. Based upon their qualifications, experience with implementing integrated pest management principles, and cost-effectiveness of their proposal, staff recommends award of the bid to Innovative Pest Management. Although Innovative Pest Management was not the lowest bidder based on estimated monthly costs, their direct experience in effectively managing pests without toxic pesticides and previous experience controlling pests in City facilities makes them the best bidder. 2 Financial Impacts & Budget Actions The purchase order amount to be awarded to Innovative Pest Management for the three-year term is $300,000. Budget authority for this purchase will be requested by various departments as part of their budgets submitted to Council for review and approval.
