Subject: Ambulance Provider Contract Extension
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a fourth modification of an agreement to provide emergency ambulance and
billing services for a term of six (6) months with Gerber Ambulance.
Executive Summary
Staff recommends a fourth modification of agreement with Gerber Ambulance to extend
the current contract from June 30, 2011 until December 31, 2011. Staff is in the
process of preparing an RFP (Request for Proposal) for ambulance and billing services
and anticipates making a recommendation for a provider of ambulance and billing
services in August, 2011.
Discussion
The current contract with Gerber Ambulance was approved in 2004, and expires June
30, 2011. An RFP for a three year contract is currently being disseminated to 16
licensed ambulance companies in Los Angeles County and placed on Planet Bids. In
order to give the proposers sufficient time to prepare their bids, staff recommends that
the current contract with Gerber Ambulance be extended until the bidding process is
complete. The fourth modification of the agreement will give the City the option, at its
sole discretion, to terminate the agreement upon five days written notice to Gerber that
the City has entered into an agreement with a new contractor for the ambulance and
billing services.

Financial Impacts & Budget Actions
There is no immediate budget or financial impact related to this staff report; Gerber's
compensation is based on a share of the fee received from the patient rather than a
direct payment from the City. Anticipated revenue generated by fees collected by
Gerber on behalf of the Santa Monica Fire Department has been included in the
FY2011-2013 Proposed Budget in the amount of $1,259,911 for FY2011-12 and
$1,291,409.
