Subject: Maintenance of Parts Cleaning Tanks
Recommended Action
Staff recommends that the City Council award Bid No 3043 to Ipax, a California-based
company, for the maintenance of parts cleaning tanks for athree-year term, fora total
amount of $1.60,000.
Executive Summary
Recommendation to award Bid #3043 to Ipax, for the maintenance of parts cleaning
tanks at specified unit prices plus applicable sales tax through June 30, 2014. Two
additional one-year renewal options are available, subject to annual budget approval.
The total expenditure for the three-year term is $160,000.
Discussion
The Big. Blue Bus uses non-hazardous, water-based cleaning tanks to clean parts
removed from buses being serviced. The cleaning of removed parts is critical for the
rebuilding or repairing of bus components. Maintenance of the parts cleaning tanks will
enable the Big Blue Bus to safely and effectively repair bus components and reduce the
amount of time taken to perform a service or repair.
Vendor Selection
In April 2011, the City published Notices Inviting Bids to provide maintenance on parts
cleaning tanks as required by the Big Blue Bus in accordance with City specifications.
The bid was posted on the City's on-line bidding site, Planet Bids, and notices were
advertised in the Santa Monica Dailv Press in accordance with City Charter and
Municipal Code provisions. One bid was received and publicly opened on April 28,

2011, per Attachment A. Bids were evaluated based on cost of service and City's
history with vendor. Based on these criteria, Ipax is recommended as the best bidder.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Ipax for the three-year term is $160,000.
There is sufficient funding in the Department Supplies and Expense budget for FY
2011-13. Future funding for additional years will be requested in future years' budgets
and will be contingent upon Council approval. All funds used for this purchase come
from funding sources specifically dedicated for transit uses.
