Subject: Acceptance and Appropriation of FY 2010 State Homeland Security Grant Program
(SHSGP) Funds
Recommended Action
Staff recommends that City Council:
1. Authorize the City Manager to accept a grant from The Department of Homeland Security in
the amount of $25,575 and execute related agreements to fund Homeland Security Grant
purchases including narrow banding upgrades of communications equipment, and training for
the members of the Fire Department in hazardous materials and urban search and rescue
response.
Executive Summary
The SHSGP and UASI grant programs provide no-match grant funding for costs associated with
updating and implementing each State's Homeland Security Strategy, and to enhance the capability
of local agencies to prevent and respond to threats and/or incidents of terrorism. The City will receive
$25,575 in 2010 SHSGP funds for narrow banding upgrade to radio equipment to meet a 2013
deadline for all first responders in the region.
Discussion
As a result of the terrorist attacks of September 11, 2001, the U.S. Department of Homeland Security,
through the Office for Domestic Preparedness, has provided financial assistance to state and local
governments through no-match grant programs. The U.S. Department of Homeland Security provides
this funding directly to the California Emergency Management Agency who in turn provides the
funding to the Los Angeles County Chief Executive Officer (CEO). Timing delays in re-allocation of
funds and receipt of Subrecipient Agreement is due to approval processes at Los Angeles County.
The SHSGP grant program was created to support regions with large "core" cities such as Los
Angeles. The grants are 100% federally funded from the Department of Homeland Security to the
State of California. The County of Los Angeles administers the SHSGP grant program for many of

the surrounding cities including Santa Monica. The Santa Monica Fire Department serves as the point
of contact for the U.S. Department of Homeland Security and coordinates with other city departments
to address the homeland security needs of the City of Santa Monica.
Since the inception of the Department of Homeland Security grant program in 2001, the City of Santa
Monica has directly received approximately $4.4 million in no-match grant monies. Funding was
awarded to the City in fiscal years 2001, 2002, 2003, 2004, 2005, 2006, 2007, 2008 and 2009. These
grant funds have purchased necessary equipment, supplies and have funded training activities for
emergency responders in direct support of overall regional goals to promote effective information
gathering, sharing and response to threats and/or acts of terrorism.
The 2010 no-match SHSGP granf funds of $25,575 will be used for costs associated with narrow
banding upgrade to portable radio equipment, and training for Fire Department members in
hazardous materials and urban search and rescue response.
Financial Impacts & Budget Actions
The following 2011-12 budget changes will need to be made during budget adoption to record receipt
of the grant funds and make them available for program use:
1) Establish a revenue budget in the amount of $25,575 at account number 20312.406803 for
receipt of 2010 SHSGP reimbursements.
2) Appropriate $25,575 in operating account number 20312.555363 for expenditures associated
with narrow banding requirements.
