SUHJECT: Exhibit Hall in Conjunction With Civic Auditorium
On September 10, 1963, the Gsty Council requested us to inquire into the desir-
ability of constructing a so-called exhibit hall in conjunction with or as part of the
existing auditorium.
There are a number of basic questions to be answered if we are to select the
proper course of action intelligently;
1. Is there an unfilled demand for an exhibit hall in this area?
2. If so, how large should such a hall be?
3. How much will it cost to construct?
4. Will it be self-supporting from direct charges and rentals?
5. If not, could it be justified on the basis of the corollary benefits usually
aseribed to such faeilitfes?
These questions were turned over to our Auditorium iVIanager, Mr. Owen, with the
instruction that he give us an opinion based upon his experience as manager of
auditoriums, his knowledge of competing facilities--both existing and prospective--
and his evaluation of the market potential of such a facility.
On this admittedly subjective basis, tilt, Owen has submitted an opinion that our
community would benefit by the construction of a 20, 000 sq, ft. exhibit hall in the
form of an addition to the present building.
Although anly an opinion, we consider it of sufficient weight to warrant a recom-
mendatson to the Council that we proceed at once to solicit proposals from firms
or individuals for afull-scale market potential and feasibility survey; which will
be required to furnish definitive answers on a reasonably scientific basis to 4he
questions we have propounded.
