Mobley; City Manager SUBJECT: Exhibit Hall Study On December 5, 1963, the City invited several firms to submit a proposal for afull-scale market potential and feasibility survey relative to the construction of an exhibit hall in conjunction with or as part of the existing Civic Auditorium. It was indicated that said survey should answer the following questions: 1. Is there an unfilled demand for an exhibit hall in this area? 2, If so, how iarge should such a hall be? 3. How much will it cost to construct? 4. Will it be self-supporting from direct charges and rentals? 5. If not, could it be justified on the basis of the corollary benefits usually ascribed to such facilities? It was stated that the proposal should include (a) a firm estimate of time and cost, and (b) a statement covering the qualifications of the biddersn this field. Replies were received from five firms. Larry Smith and Company declined to submit. The New Buildings Consulting Board, International Association of Auditoriur. ylanagers, quoted as follows: Study by committee of three persons minimum. $100 per diem per committee member (includes travel time) plus transportation, plus hotel. No estimate of study time included. Cost estimate: $7, 500 total. Will take eight to ten weeks to complete, Enclosures indicate a well qualified staff experienced in numerous studies relative to auditoriums and exhibit halls. SUA and Robert Kliegman, A. I. A. , quote3 as Follows: Ten step analysis by staffpersonnel, including apre-architectural program. Cost estimate: $12, 500 maximum. USill present initial conclusions in oral form within 90 days, and written report within 30 days subsequent to acceptance of oral report. Enclosures indicate a v~eli qualified staff. Stanford Research Institute quoted as follows: Six step program of research but no detailed architectural and engineering studies are proposed. Gost estimate: $15, 750. T~'iii require four months to complete. Enclosures indicate a well qualified staff experienced in numerous studies relative to auditoriums and exhibit halls. It appears from the foregoing that Economic Research Associates has submitted the best proposal for the following reasons: (1) lowest stated cost (2) well qualified staff, experienced in studies of this type (3) fastest stated time to completion. -2- It is recommended that Economic Research Associates be awarded this contract, and that the sum of $7, 500 be appropriated to Af c 401-A-80 from MAR Fund Unappropriated Surplus, ~°' -x . ~~ ERNEST N.
