SUBJECT: Approval of New Classification Specifications and Resolution
Establishing Salaries for Director of Community and Environ-
mental Services and Director of Housing.
Introduction
This report requests that Council move to approve classification speci-
fications for the new positions of Director of Community and Environ-
mental Services and Director of Housing and adopt the attached resolu-
tion establishing salaries for those positions.
Background
In the fiscal year 1981-82 budget and in Ordinance 1213 Council created
the Department of Community and Environmental Services and the Department
of Housing and authorized Director positions for those Departments.
Personnel has completed classification work on those positions and re-
ceived approval from the City I4anager for the attached classification
specifications. The Personnel Board will review these specifications
at their January 11 meeting and their recommendations will be forwarded
to Council on the twelfth.
Salaries for these positions are consistant with external surveys and
preserve internal relationships.
Recommendations
It is recommended that Council move to adopt the attached specifications
with due consideration to recommendations from the Personnel Board and
adopt the attached resolution establishing salaries for these positions.

CITY OF SANTA MONICA
DIRECTOR OF HOUSING
DEFINITION: Under administrative direction, plans, coordinates and imple-
ments the City's housing programs and directs the Housing Department. Per-
forms related duties as required.
TYPICAL DUTIES:
Develops and recommends innovative housing policies and programs.
Analyzes and interprets legislation affecting housing.
Identifies private and public funding resources for housing programs.
Plans and coordinates housing assistance, rehabilitation and fair
housing programs.
Negotiates with public, non-profit and private developers.
Assists the Housing Authority, Housing Commission, and citizens groups
and task forces with housing issues.
Represents the City before public agencies and citizens groups.
Analyzes data and write reports.
Prepares and administers Department budget and budgets for State and
Federal assistance.
Prepares grant proposals. _
Selects, trains and supervises a small staff.
Coordinates Department activities with other City Departments, out-
side agencies, and community groups.
BASIC QUALIFICATIODIS
MINIMUM STANDARDS: Applicant must be able to demonstrate the following:
Knowledge of: principles and practices o£ housing .programs, and
housing construction, real estate, financing, planning, budgeting and sup_er-
vision; community resources; Federal and State housing
legislation and regulations; programs that rely on community groups as
builders and managers of projects; cooperative housing; public/private
partnerships; and inclusionary zoning and development agreements:
Ability to: develop and implement a wide range of innovative and
traditional housing programs; communicate effectively orally and in writing;
prepare analytical and financial reports; interpret and apply laws and regu-
lations; establish effective working relations with elected and appointed
officials, individuals, community groups, agencies and institutions; select,
train and supervise staff.
DESIRABLE TRAINING AND EXPERIENCE:
Graduation from college with a bachelor's degree in planning, architec-
ture, public or business administration or related field. .Graduate work in
those disciplines.
Five years of progressively responsible experience in housing programs
including two years involving the building of public or non-profit housing
and two years as a supervisor.
Additional experience may be substituted for degree.
SUPERVISION RECEIVED:
Works under administrative supervision of Director of Community and
Environmental Services who outlines work, occasionally reviews work in
progress and periodically reviews completed work.

DIRECTOR OF COMMUNITY AND ENVIRONMENTAL SERVICES
DEFINITION: Subject to administrative approval, coordinates City programs
and staff in the areas of land use, planning, redevelopment, economic de-
velopment, housing, building and safety and grants and community services.
Performs related duties as required.
TYPICAL DUTIES:
Develops policy recommendations and procedures for coordination of
the activities of the Planning Department, Housing Department, Building
and Safety Department and of the grants and community services staff.
Analyzes the City's economic development activities, recommends
innovative policy initiatives and implements programs to develop the City's
resource base.
.Establishes and maintains a planning, economic development and
housing data base.
Develops and works with a neighborhood planning program.
Develops social services which meet community development needs.
Develops municipal enterprises.
Works with the business community to implement a comprehensive eco-
nomic development program.
Develops financing for and meets other needs of small businesses.
Confers with public and private institutions to achieve their cooper-
ation in meeting the City's economic and social needs.
Prepares reports and makes presentations to the City Council, City
Boards and Commissions, citizens taskforces and community groups.
Selects and supervises Department staff.
Prepares and administers Department budget.
BASIC QUALIFICATIONS:

nomics, land use, commercial strip revitalization, urban planning, real
estate, financing and budgeting; environmental legislation; neighborhood
planning; cooperatives; community resources.
Ability to: coordinate diverse functions; manage a large organiza-
tion; develop innovative programs; perform long range planning; communicate
effectively orally and in writing; interpret and apply laws and regulations;
establish close and effective working relations with elected and appointed
officials, City Department Heads and staff; individual members of the public,
business and community groups; train and supervise staff.
DESIRABLE TRAINING AND EXPERIENCE:
Graduation from college with a bachelor's degree in Public or Business
Administration, Planning or a related field. Graduate work in those disci-
plines.
Five years of progressively responsible experience in economic de-
velopment including two years in an administrative capacity.
Additional experience may be substituted for education.
SUPERVISION RECEIVED:
Performs duties subject to policy limitations and general administra-
tive review by the City Manager.
