SUBJECT: Amendment to Salary Resolution No. 4646
Introduction
Job specifications for the new positions of EDP Operations
Supervisor and EDP Systems and Programming Supervisor were
approved by the Personnel Board on January 25, 1978.
Background
The two new positions represent reclassifications of existing
positions: one EDP Programmer Analyst position and one EDP
Equipment Operator position. The positions are being reclassified
to provide line supervisors for the two areas of data processing -
operations and systems/programming. Prior division structure
had all 13 employees reporting directly to the EDP Manager, which
did not allow for the close, technical supervision that is
required.
Personnel
There is no increase in personnel caused by this reclassification,
merely shifts in duties and pay.

Costs
A salary survey of comparable cities, those with small computers,
i.e., monthly rental under $12,000, showed that the average annual
salary for Operations Supervisor is $17,000 (E step) and for Systems.

salaries are adopted, the annual cost of the combined increases
will be $3,964, which will be paid from salary savings of
$4,428 generated by downgrading the vacant EDP Programmer position
to EDP Equipment Operator.
Recommendation
It is recommended that the City Council approve the attached
resolution amending Salary Resolution No. 4646, creating salary
ranges for EDP Operations Supervisor and EDP Systems and Programming
Supervisor.
