This report requests amendments to Salary resolution Tdo.
4646 establishing salaries for Fire Protection Engineer,
sire Safety Specialist,. Hearing Examiner, Kennel Aide,
Loss Prevention !?anage?-, Records ''4anagement Coordinator,
and Pent Control Administrator. Specifications were
approved by Personnel Board on July 25, 1979.
Back ,round (Fire Protection Engineer)
In the 1979/1980 Budget session, Thomas Tolman, Fire
Chief requested that Fire Protection Specialist be reclas-
sified to Fire Protection Engineer and that a salary study
be conducted. Seventeen cities were contacted for
comparable positions. Nine cities had a comparable pos-
ition with similar minimum and desirable qualifications.
The mean salary of the nine cities is $1970/month E Step.
Background (Fire Safety Specialist)
In the 1979/1980 Budget session., Thomas Tolman, Fire
Chief requested that the Fire Protection Specialist title
be retained for an additional position in the Fire Pre-
vention Division. The additional staff member would be
responsible for planning, developing,. and presenting
educational programs to the public relating to fire pre-
vention and safety. Sixteen cities were contacted for
comparable positions. Of the sixteen cities, five cities
actively administer a fire safety educational program.
The mean salary of the five cities is $1691/month E Step.
However, it is recommended that the salary not be higher
than Fire Fighter salary.

because the pay scales are substantially. higher than
those for local government. The-City of Los Angeles will
pay its Rent Control Hearing Officer $1622/month E Step.
In general, Santa Monica salaries have been set lower than
those in the City of Los Angeles. The difference in salaries
has narrowed somewhat because Los Angeles deferred raises
due to Proposition 13.
Background (Kennel Aide)
The position of Y.ennel Aide will replace a CF.TA-funded
employee. The purpose of the position is to enable the
Animal Control Officers to concentrate on enforcement duties.
Only two cities had their own animal shelter. The other
cities contract the service out, either to a private concern
or to Los Angtiles C®unty,: The mean salary of the comparable
agencies is $998/month E Step.
Background (Loss Prevention Manager)
The City P4anager has proposed that .the responsibility for a
city-wide safety program, as well as for the analysis of
worker's compensation, city liability, and loss trends, be
assigned to the position of Loss Prevention Manager.
A sur~;e~ of 11 local jurisdictions indicated two comparable
positio~is. The monthly salary for Santa Ana's Safety Analyst
is $1,921 (E Step). The monthly salary for ~lendale's Safety
Officer is $1,684 (E Step).
An internal comparison indicates that the scope of duties and
level of responsibility assumed by the Loss prevention t2anager
will be greater than those performed by the Industrial Safety
Engineer $1,821/ma.E Step)'- J
A monthly salary of $1,912 (E Step) represents a 5°! increase
over the salary for Industrial Safety Engineer.
Background (Records Management Coordinator)
A study of the position of Intermediate Glerk in the-City
Clerk's office revealed that. the-duties t,*ere-signz~ic~ntly
different from the typical duties outlined in the Ctv_'s
job specification for Intermediate Clerk (Attached). Of
the ten agencies surveyed, six agencies had a comparable
position to our proposed position of Records Management
Coordinator. All of the surveyed positions require the same
basic technical skills although the 'positions do vary in
scope of duties and responsibilities. Three of the-six
agencies require more su ervisory duties. The mean salary
of the six agencies is 1386/month E Step. The proposed
position of Records Management Coordinator only.requires
supervision of ;one Intermediate Clerk-and possibly one
Junior Clerk; therefore, it is recommended that the salary
be set slightly lower than the mean of the six agencies.
Background (Rent Control Administrator)
The Rent Control Board has requested that the position of
Rent Control Administrator be established to effect the
provisions of the Rent Control Charter Amendment and Ordinance.
A survey of Public Boards and Commissions with Executive
Directors reporting to them was conducted to determine the
salary for. Rent Control Administrator, State and Federal
positions could not be used because the nay scales are
substantiallyhigher than those for local government. The
City of Los Angeles uses a Senior Program Specialist II to
head their Rent Advisory Unit. The individual directs an
operation with 35 emp pyees including hearing examiners and
investigators;-provides liaison with the-City Attorney's
office and formulates polic.~ for consideration by the
Rental Advisory Committee. City of Los Angeles salaries
are somewhat higher than those in Santa Monica althaugh
Proposition 13 delayed raises which brings :our pay scales
into closer alignment. Internal comparisons with-Santa
Monica positions were also considered, with regard to
Division Heads requiring similar education and experience.
Recommendation
It is recommended that the City Council. approve the attached
resolution amending Salary Resolution No. 4646, creating
salar~~ ranges for:
