This report requests amendments to Salary Resolution '` -- `''''
No. 4646 establishing salaries for Circulation Supervisor
and Water Production and Treatment P1anfi Operator Trainee.
The attached job specifications were approved by Personnel
Board on January 24, 1979.
Background (Circulation Supervisor)
A study of Library Assistant in the Circulation Division
revealed that the duties of Library Assistant (Circulation)
differ greatly from the duties of Library Assistants in
Technical Services, Acquisitions/Periodicals and Children`s
Services Divisions.
The Library Assistants mentioned above, with the exception
of Library Assistant (Circulation), perform within the
duties outlined on the Library Assistant job specification
(attached).
Library Assistant (Circulation) is in charge of Circulation
Division and supervises two Senior Clerks, 6.5 Intermediate
Clerks and 28 as-needed Library Pages.

Four of the ten cities contacted had a comparable position;
however, span of supervision generally less than Santa Monica.

Positions within the City were also studied for comparability.
The two comparable positions are:
Office Manager, $1,075 - 1,327/month
Senior Secretary, $1,017 - 1,265/month
The recommended Circulation Supervisor salary is lower than
Librarian I ($1,128 - 1,392/mo.) since Librarian I is a professional
position and requires a Master's degree in Library Science, and
higher than Library Assistant ($956 - 1,180/mo.) since there is
a higher level of responsibility and supervisorial duties in the
classification of Circulation Supervisor.

Because of the difficulty in recruiting qualified registered
California Grade "2" Water Production and Treatment Plant

Operators for the Enterprises Division of General Services,
the position of Water Production and Treatment Plant
Operator Trainee has been suggested. It will be an entry
level position and, with the present Operator position,
will forma career ladder within the City's classification
system. This will have Affirmative Action value in that
it will offer minorities and women the opportunity to
acquire journey-level skills through on the job training.
It is anticipated that Trainees would be hired at entry ;`_
level in lieu of Operators, thus requiring no additional
budget positions. Another advantage to this method is that
when a Trainee is sufficiently trained to promote to Operator,'
a position would be available since the Trainee would be
"underfilling" the budgeted Operator position.
It has been a common practice in the establishment of
trainee salaries to set the trainee salary at 80% of
the salary for the journey-level position for which the
trainee is training. In conformance with this practice,
the suggested salary for Water Production and Treatment
Plant Operator Trainee is $1,140/month (E-step), 80°/0
of the Operator salary, $1,425/month (E-step).

Recommendation
It is recommended that the City Council approve the attached
resolution amending Salary Resolution No. 4646, creating
salary ranges-for Circulation Supervisor at $1;286[mo.,
E-step, and Water Production and Treatment Plant Operator
Trainee at $1,140/mo., E-step.
