Santa Moniea~ City Council Meeting: Date Agenda Item: s~g To: Mayor and City Council From: Scott Ferguson, Fire Chief Subject: Fire Department Medical Director Contract Recommended Action Staff recommends that the City Council authorize the City Manager to negotiate and execute a contract with Dr. Walid Ghurabi in an amount not to exceed $120,000.00 over a possible four-year term to serve as the Fire Department Medical Director. Executive Summary The services of a Medical Director will not exceed $30,000.00 per year or $120,000.00 over a possible four-year term. The contract-would be in effect for two years with the option for a two year renewal Discussion This report provides information on the continuing need for a Fire Department Medical Director to meet State and County regulations and guidelines for the provision of Emergency Medical Services rendered by City fire paramedics and Emergency Medical Technicians (EMTs). The services of the Medical Director include required oversight of the Emergency Medical Dispatch (EMD), Standing Field Treatment Protocol (SFTP), ChemPack, and controlled substances programs. The Medical Director also provides standing orders for the EMS Nurse Educator to administer vaccines to public safety personnel. The Medical Director evaluates adherence of the Fire Department Emergency Medical Services (EMS) program to medical policies, procedures, and 1 protocols of the Los Angeles County EMS Agency in collaboration with the EMS Nurse Educator. Contractor/Consultant Selection An RFP for the professional services of a Fire Department Medical Director was posted October 27, 2010 on Planet Bid. The response from Dr. Ghurabi was the only proposal received by the December 10, 2010 deadline. Dr. Ghurabi is employed by J.J. and R. Medical Group and serves as the Medical Director for UCLA-Santa Monica Medical Center. He is board certified in emergency medicine, has extensive experience in the field of Emergency Medical Services, and has served as the fire department Medical Director for the past ten years. Financial Impacts & Budget Actions The contract awarded to Dr. Ghurabi will not exceed $30,000 per year or $120,000 over a possible four-year term. Funds are included in the FY 10-11 budget at account number 01316.555010. Budget authority for subsequent years will be requested with each biennial budget cycle for Council approval.
