Subject: Purchase of Refuse Containers
Recommended Action
Staff recommends that the City Council award Bid #3017 to Toter Inc., a North Carolina-
based company, for the purchase and delivery of refuse containers for afour-year term,
for a total amount of $755,000.
Executive Summary
Staff recommends award of bid to Toter Inc., for the purchase and delivery of refuse
containers for solid waste, green waste and recycling collection at specified unit prices
plus applicable sales tax. The total expenditure for the four-year term is $755,000.
Discussion
The City container replacement program is for the ongoing replacement of 68- and 95-
gallon containers used for the storage of solid waste, green waste and recycling
material until collection by the Resource Recovery & Recycling Division. More than
26,000 collection containers used for single family homes, multi-family dwellings and
commercial buildings are either 68- or 95-gallon capacity. The purchase of these
containers will enable the City to replace approximately 3,200 containers annually.
Vendor Selection
In December 2010, the City published Notices Inviting Bids to provide 68-and 95-gallon
refuse containers as required by the Resource Recovery and Recycling division in
accordance with City specifications. The bid was posted on the City's on-line bidding
site, Planet Bids, and notices were advertised in the Santa Monica Daily Press in
accordance with City Charter and Municipal Code provisions. Five bids were received

and publicly opened on January 7, 2011 per Attachment A. Bids were evaluated based
on the samples received and performance during field testing. The results of the field
test were unanimously in favor of Toter
With the large footprint and aerodynamic
design of the Toter containers, they were less likely to fall over after being placed-back
after collection. Toter was selected due to the stability of the container and competitive
pricing. Based on these criteria, Toter Inc. is recommended as the best bidder.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Toter Inc. for the four year term is
$755,000 and funds are available in the Resource Recovery & Recycling Fund adopted
FY 2010-11 in account number 0270227.589000.
