Subject: Contract Modification with Katherine Spitz Associates for the Reed Park
Improvements Project
Recommended Action
Staff recommends that the City Council authorize the City Manager to negotiate and
execute a second modification to Contract No. 8674 (CCS) with Katherine Spitz
Associates, aCalifornia-based company, in an amount not to exceed $6,000 for a total
contract amount of $107,849.
Executive Summary
Katherine Spitz Associates is currently providing design services for various open space
improvements. to Reed Park. The design process, initiated in 2007, addressed
underutilized areas of the park, improvements to the landscaped areas between the
tennis courts and Miles Playhouse, and park frontage along Wilshire Boulevard. Due to
the increased duration and scope of the project, design costs are increasing by $6,000
to a total of $107,849.
Background
On January 23, 2007, Council approved Contract No. 8674 (CCS) with Katherine Spitz
Associates for the design of Reed Park. On September 23. 2008, Council approved the
Reed Park improvements design concept and the first contract modification in the
amount of $16,764 with Katherine Spitz Associates for additional design services
resulting from community workshops. On June 22, 2010, Council awarded a contract
with Acon Development Inc. for the construction of Reed Park Improvements.
Discussion
Reed Park occupies a city block and covers 5.3 acres. It is a widely-used Santa Monica
park, with Miles Playhouse, the City's Youth Office, six lighted community tennis courts,

community meeting rooms, two heavily used basketball courts, and a children's play
area. The following improvements are included in the project:
1) Remove existing rogue court, shuffleboard, and horseshoe area to expand the
intensively used children's playground area;
2) Replace existing planting along Wilshire Boulevard park edge with a new planting
scheme, including the southeast and southwest corners of the park; and
3) Implement new planting scheme, and improved lighting between Miles
Playhouse and the tennis courts.
Contract Modification
Katherine Spitz Associate's original scope of work included public outreach and park
design services. The first modification approved by Council on September 23, 2008
included an additional scope of work based upon feedback received at the public
outreach events. This second modification to the contract resulted from unforeseen
conditions and scope changes during construction, where several of the project areas
needed to be redesigned and additional site visits were required of the designer. The
site survey did not properly identify the existing conditions of the project area, including
playground dimensions and tree locations, which required redesign to reflect the actual
site conditions. In addition, changes were made to the proposed bamboo planting
materials and concrete colors. The project is scheduled to be completed in mid-June
2011.

Financial Impacts & Budget Actions
The contract modification to be awarded to Katherine Spitz Associate is $6,000, for a
total of $107,849. Funds are included in the FY2010-2011 budget in account
0010598.589000, Reed Park Facility Improvements.
