Subject: Provide Remanufacturing of Allison Transmissions
Recommended Action
Staff recommends that the City Council award Bid No. 3021 to Western States
Converters and Transmissions Inc., aCalifornia-based company, for remanufacturing of
Allison Transmissions for afour-year term, for a total amount of $760,000.
Executive Summary
Staff recommends award of bid to Western States Converters and Transmissions Inc.,
for the remanufacturing of Allison Transmissions at specified unit prices plus applicable
sales tax. The total estimated expenditure for the four-year term is $760,000.
Discussion
The current vendor for remanufacturing of Allison transmissions, United Transmission
Exchange, no longer meets the criteria of an authorized Allison dealer. Using an
authorized dealer insures that genuine Allison parts are used in remanufacturing of
transmissions as well as provides authorized Allison warranty repair services. The use
of genuine Allison parts and the ability to provide authorized factory repairs ensure that
Allison authorized standards are used in remanufacturing transmissions and that
warranty services are available. Allison transmissions used in the Big Blue Bus fleet are
usually overhauled at 300,000 miles by an authorized Allison dealer, using genuine
Allison parts and tested on a dynamometer to simulate road speeds. Therefore, we are
cancelling our purchase order with United Transmission Exchange.

Vendor Selection
In December 2010, the City published Notices Inviting Bids to provide remanufacturing
of Allison transmissions for the Big Blue Bus in accordance with City specifications. The
bid was posted on the City's on-line bidding site, .Planet Bids, and notices were
advertised in the Santa Monica Dailv Press in accordance with City Charter and
Municipal Code provisions. Six bids were received and publicly opened on January 12,
2011 per Attachment A. Based on the bid responses, Western States Converters and
Transmissions Inc. meets all requirements of the City's bid specifications (including
providing the lowest pricing terms) and is recommended as the most responsive bidder.
Financial Impacts & Budget Actions
The purchase order amount to be awarded to Western States Converters and
Transmissions Inc. for the four-year term is $760,000 and funds are available in the
adopted FY2010-11 budget in account number 0410106.589000.
