SUBJECT: Approval of Job Specifications and Adoption of Salary
Resolution - Craft Apprentice Series

Introduction '`~ ~ ~~
This report requests Council approval of the attached job speci-
fications and adoption of the salary resolution for Carpenter
Apprentice, Electrician Apprentice, Painter Apprentice, and
Plumber Apprentice.
Backgrouid
The Personnel Department and General Services have revised the job
descriptions and training program in craft apprenticeship. 4lhile
the City currently has such job descriptions, many of the elements,
and particularly the salary rates, are still reflective of the CETA
program of the late 1970's.
Personnel staff and the respective division heads reviewed the old
specifications and developed the attached with consideration of
form and consistency with the concept of apprenticeship. Pay rates
as recommended are based on a standard of 75% of the skilled or
Journey-level craft position pay rate.
The Personnel Board has reviewed these descriptions and approved
them at their meeting of July 12, 1982.
Benefits/Costs
This recommendation would establish a structured Apprentice program
and a career ladder position for unskilled workers in the City
service. In addition, the City's Affirmative Action Plan sets
hiring goals for women in the skilled crafts. Since there are few
women with journey-level skills in the crafts, these positions can
be used to train women in anon-traditional area. The costs for
these salaries are already included in budgeted funds.
