Background - Associate Planner
This position has been narrowly defined for use in the
City's zoning administration function. In other juris-
dictions Associate Planner encompasses a broader scope of
complex planning related duties. The proposed revisions
will enable Santa Monica to use the classification for
administration of the City's increasingly complex housing
programs under the Director of Redevelopment.
Background - Community Services Officer
This classification was first authorized in the 1979-80
Budget. After one year, the specification was routinely
reviewed in preparation for an examination for the position.
No changes in duties were indicated. Police Department
administrators and Personnel Staff agreed that the addition
of one year of work experience including public contact to
the desirable qualifications would better define the level
of experience preferred. The nature of the position is
such that few individuals would possess the necessary work
habits and public contact skills coming directly from
high school.
Background - Meter Reader
This specification was routinely updated in preparation for
examination for the position. Under Minimum Standards; more
specific description of the physical demands of the position
was substituted for general phrasing.
Background -Supervising Data Entry Operator
The title was changed from Senior Data Entry Operator to
Supervising Data Entry Operator.

Background - Traffic Operations Supervisor
This position was formerly titled Traffic Painter
Supervisor. For several years the Traffic Painter Supervisor
has had administrative supervision over the parking meter
repair function in addition to his traffic painting duties.
A recent reorganization of the Parking and Traffic Engine-
ering Division resulted in the transfer of an electrician
responsible-for signal control devices from Public
Facilities Maintenance to the administrative supervision
of the Traffic Painter Supervisor.
The Parking and Traffic Engineer requested and Personnel
Staff recommend the change in title and other revisions
to the specification that will better define the nature of
the position.
Recommendation
It is recommended that the City Council adopt a motion
ratifying the referenced job descriptions.
