SUBJECT: Ratification of Job Specifications and Amendment to Salary
Resolution 4646.
Introduction
This report requests. a motion ratifying the job specifications
for Givi1 Engineering Assistant, Personnel Analyst, Personnel
Specialist Trainee, Project Director and Transportation i`4echanic.--
The adoption of a.~esoluton>amending Salary Resolution to
establish salaries for.-Transpmntation:_Pro~rams Specialist
Trainee., Transportaton-MaintenanceSuperintendent, Transit-
Operations Supervisor and Assistant:,Director af-Transportation
is also requested.
Background - Specifications
The specifications for Civil Engineering Assistant, Personnel
Analyst, Personnel Specialist Trainee and Project Director
have .been routinely updated to reflect changes in duties
which have evolved over the three years since they were
last reviewed.
Article 45 of the current MOU with the Statewide Employees
Association called for a study of certain mutually agreed
upon classifications. As a result of that study, a salary
differential was established between mechanics at the City
Yards and those at the municipal bus lines. No job
specification for Transportation Agechanic was prepared
At that time. A specification formalizing the distinction
in duties was approved by the Personnel Board on August 7, 1980.

Background- Transportation Program Specialist Trainee
The following material was presented to Council in a staff
report dated July 29, 1980, but Transportation Programs
Specialist Trainee was inadvertantly omitted from the
Pesolution (No. 6063) attached to the report. A
resolution setting the salary f_or that position is
attached.
This classification was requested by the Director
of Transportation who found recruitment problems at
the level of Transportation Programs Specialist.
This new classification will serve as an entry
level position, allowing career development
within the Department. The Personnel Board
approved the specification on July 23rd. The
recommended salary is $1597/month, E step.
This salary is 78% of Transportation Programs
Specialist. City trainee positions are
customarily set at 75% to 80% of the journey
level salary,
Background-Transportation Maintenance Superintendent
As part of the City's agreement with the Management Team
Associates (P1T~A), a salary survey of Transportation
Maintenance Superintendent was conducted. The survey
indicates that eight Southern California agencies (see
attached chart) have comparable positions. The mean
salary for these comparable positions is $2,540 per

month E-step, including PERS contributions made by
the cities on the employees' behalf. The current Santa
i4onica E-step monthly salary, including the 7% PEPS
contribution paid by the City for the employee, is
$2,308, 10.05% below the mean. If the effective monthly
salary were adjusted to the mean of $2,540, the base
monthly salary rate (without PERS) would be $2,374
E-step.
Background - Transit Operations Supervisor and Assistant
Director. of Transportation
Any increase in the salary of Transportation Maintenance
Superintendent suggests a comparable increase in the
salaries of Transit Operations Supervisor and Assistant
Director of Transportation in order to maintain the internal
relationship of these Transportation management classifications.
A uniform 10.05% adjustment would increase the Transit
Operations Supervisor E-step salary from $2;038 to $2,243
per month ($2,400 .with the 7% City-paid PERS contribution).
This increase would also maintain the differential between
the Operations Supervisor and the Motor Coach Supervisors.
Under the terms of the Memorandum of Understanding with the
Supervisory Team Associates (STA), Motor Coach Supervisor
salaries will be adjusted upward to maintain a rate that is
at least 20% higher than-the salary for Motor Coach Operator.
The proposed 10.05% adjustment would increase the Assistant

Director of Transportation E-step salary to $2,672 per
month ($2,859 with the.7% City-paid PERS. contribution).
This increase would maintain the. differential between the
Assistant Director and the Plaintenance Superintendent salaries
and would also maintain a differential of 62.6% between the
salaries of Assistant Director and Director of Transportation,
Recommendation
It is recommended the Council ratify by motion the job
specifications for Civi L Engineering Assistant, Personnel
Analyst, Personnel Specialist Trainee, Project Director and
Transportaion Mechanic and approve the attached resolution
amending Salary Resolution 4646, creating the following
salary ranges:
Transportation Programs. Specialist Trainee

Transit Operations Supervisor
Assistant Director of Transportation
