SUBJECT: Amendments to Salary Resolution No. 4646
INTRODUCTION:
This report requests amendments to Salary Resolution No. 4646
establishing the salaries for Crime Prevention Coordinator
and_Irrigation Technician. The Specifications were approved
by Personnel Board on March 26, 1980. An amendment to salary
Resolution No. 4646 establishing the salary 'for Street Inspector
is also requested.
BACKGROUND: (Crime Prevention Coordinator)
Police Chief James Keane requested that a salary survey be
conducted for the position of Crime Prevention Coordinator.
Twelve outside agencies were contacted for a comparable
position.' None of the twelve agencies have a comparable
position. Either the agencies do not have a crime prevention
unit or the duties are performed by a sworn Police Officer or
Deputy Sheriff. City positions were studied for compara-
bility -- Fire Safety Specialist and Identification Technician.
The Fire Safety Specialist requires more specialization in
designing programs, i.e. slide presentations, brochures etc.,
whereas there are several educational materials available to
the Police Department. Also the Fire Safety Specialist period-
ically visits the schools, whereas a Santa Monica Police Officer
is responsible for educating the school students in crime pre-
vention information. The salary for Fire Safety Specialist will
be $1,822/month as of April 1, 1980. Although the Identification
Technician is specialized in fingerprint identification, the (a

classification of Street Inspector, pending the outcome of an
extensive study. That increase was granted by Council in
resolution 5412 dated October 9, 1979. A study of
comparable positions in other agencies was made and internal
comparisons were considered.
Representation of the classification of Street Inspector is
being transferred from STA to MEA with the cooperation of
both units as the classification has no supervisory assignment.
The study results show that an adjustment from $1,478/month
(17,736 per year) E Step to $1,488/month ($17,856 per year)
E step is warranted. This increase, coupled with the April
increase scheduled under the MEA MOU will bring the salary
for Street Inspector to $1,577/month ($18,924 per year),
E Step, and represents the appropriate level of compensation
for the classification, as the MEA MOU does not provide
further increase prior to its December 31 expiration.
RECOMMENDATION:
It is recommended that the City Council approve the attached
resolution amending Salary Resolution No. 4646, creating a
revised salary range for:
Crime Prevention Coordinator - $1,676/month E Step ($20,112/
year) which is approximately $100./month less than Identification
Technician, because of the additional one year's experience
required for Identification Technician; and
Street Inspector - $1,577/month E Step ($18,924/Year) which
is consistant with survey results and the representation change.
And creating a salary range for the new position of:
Irrigation Technician - $1,316/month E Step.($15,792/Year) which
is 75% of the difference between Pipefitter-and Laborer II;

level of responsibilities performed by the Crime Prevention
Coordinator are comparable.. However, the Identification Tech-
nician position requires an additional year of specialized
experience. Both .the Identification Technician and Crime
Prevention Coordinator positions require that the incumbents
complete an 80 hour course related to their particular area
of expertise. The salary for Identification Technician will
be $1,777/month as of April 1, 1980.
BACKGROUND:
(.Irrigation Technician)
Doug StaffordaPark Superintendent, requested that a reclass-
ification study be performed on one of the Laborer II positions
in the Parks Division due to the fact that additional duties
had been added to the position. The proposed reclassified
job title is Irrigation Technician.
Twenty-one agencies were contacted and one position was com-
parable ($1,304/E Step). City positions were studied for com-
parability -- Laborer II and Pipefitter. The Pipefitter
performs somewhat different, more skilled duties, such as laying
water mains, and repairing hydrants, all of which the proposed
position does not perform. However, the proposed position
routinely supervises, while the Pipefitter does not. The
Pipefitter salary is $1,367/month E Step. The proposed
Irrigation Technician requires more specialized knowledge,
training and experience than Laborer II, and involved more of
a variety of duties and a higher degree of responsibility.
Laborer II salary is $1,165/month E Step.
