This report requests an amendment to Salary Resolution
No. 4646 establishing salaries for the classifications of
Transportation Program Specialist and Transportation
Operations Supervisor, A job specification for Trans-
portation Program Specialist was approved by the Personnel
Board on October 25, 1978.
Background
In 1977, the Council added two Departmental Administrative
Assistant positions to Transportation Department to aid
the department in administering its growing grant and
intergovernmental service programs. The incumbents
prepare applications for a variety of Transportation-
related grants, administer awarded grants, and represent
the department on or before a complex array of transpor-
tation agencies, committees, and sub-committees.
Rapid growth of the urban transportation field now
requires personnel with a thorough expertise in the
areas of transportation, grants application and grants
administration, The new specification "reflects this
increased specialization. 9

Additionally, Santa Monica must compete for candidates
against other agencies in a dwindling market of experienced
administrators.
Within the City, two other administrative positions
with comparable specialization occur: Personnel Analyst
and IndustriallSafety Engineer, Salaries for both positions
are scheduled for change through adoption of new M.O.U.'s
which would establish E-Step rates at approximately
$1,829 per month, If approved, the salary for this
position should be set at the same E-Step of $1,829
per month,
In July of 1976 the position of Chief Motor Coach Super-
visor was reclassified to its current title of Transit
Operations Supervisor. No salary adjustment was made
at that time, In the fall of 1977 there was an open
recruitment to fill the position, Only one outside
candidate was considered qualified to compete, despite
an extensive advertising effort, Subsequently the Depart-
ment requested a salary review,
There is no comparable City position, Nineteen publicly

Francisco to San Diego, Most have positions ,in charge
of operations, although often the responsibilities are
either shared, or divided into higher or lower echelons -
or combined with other functions, Four out of the total
were considered comparable to Santa Monica based on
number of buses and drivers supervised, and quality
and breadth of supervision exercised: Long Beach,
Omnitrans (San Bernardino), San Mateo County, and
North San Diego County, The mean E-Step salary of these
four agencies comparable positions is $1,905/mo. This
provides partial explanation for the very poor showing
in recruiting qualified outside candidates for the
position the fall of 1977, Our salary falls thirteen
percent below this mean.
Recommendation
It is recommended that the City Council approve the
attached resolution amending Salary Resolution No. 4646,
creating the new salary range for Transportation Program
Specialist at $1,829/mo, and revising the salary for
Transportation Operations Supervisor to $1,905/mo,
