This report requests an amendment to Salary Resolution No.
4646 establishing salary levels for the classifications of
Assistant Director of Entertainment Facilities, Entertainment
Facilities Operations Supervisor and Auditorium Business
Supervisor.
Background
Due to the combining of the Civic Auditorium and the
Municipal Pier, the Civic Auditorium was recently changed
to Entertainment Facilities Department. i~Jith the addition
of the Pier, and no additional staff hired, more responsibilities
have been assumed by the Director of Entertainment Facilities,
Assistant Director of Entertainment Facilities, Entertainment
Facilities Operations Supervisor and Auditorium Business
Supervisor.
Since much of the Director of Entertainment Facilities' time
is devoted to managing and upgrading the Pier, the three
positions listed below are performing the following duties in
addition to their regularly assigned duties at the Auditorium:
Assistant Director of Entertainment Facilities -
1, Coordinating facility promotion for-Civic
Auditorium and Pier rental. -
2, Monitoring and evaluating-Pier facilities
-with regard to Pier revenue.
3. Assuming more responsibility for:ma.king decisions
with regard to supervising Auditorium employees.

1> Assuming main booking responsibility which
previously was shared by Director of Entertain®
ment Facilities and Auditorium Business Supervisor.
2. Directly responsible for handiing Permittee
relations, which includes, interpreting policies
and procedures, contract agreements, scheduling-
and determining fees. This department function
used to be the responsibility of the Director
of Entertainment Facilities.
Entertainment Facilities Operation Supervisor -
1. Assuming complete responsibility for maintenance
of Pier.
2. Coordinating the operation of Pier parking Iots,
which includes scheduling Parking Lot Attendants
and recording and auditing parking lot-fees.
3. Scheduling the employees for Pier events.
4. Preparing annual budget for operations and main-
tenance of Entertainment Facilities Department.
5. Coordinating set-up procedures for events a.t
Pier, which involves meeting with permittees
to determine the lay-out needs for the event.
Six outside agencies were contacted which have entertainment
facility operations:. Sacramento Convention Center, Long
Beach Arena, Zos Angeles Convention Center, Anaheim Conven-
tion Center, Pasadena Convention Center and San Diego
Convention Center. However, all six of the agencies con-
tacted are not comparable because the size of the operations
.are much larger than our Entertainment Facilities Department.

Since the outside agencies contacted were not comparable,
positions within the City were considered for comparability.
It was extremely difficult to compare positions in the
Entertainment Facilities Department with positions in
other departments because the Entertainment Facilities
Department is the only department in the City that relies
solely on permittees to rent their facilities for enter-
tainment purposes. The nature of the responsibility
centers around the need to meet deadlines and contractual
agreements of permittees. Based on level of responsibility
and number and level of employees supervised, .the following.
.positions are comparable: Assistant Director of Entertainment
Facilities - Assistant City Librarian.

Assistant City Librarian is responsible for assisting City
Librarian in planning and directing library programming;
formulating policies; analyzing and evaluating department
procedures and supervising 15 full-time technical and
clerical employees.

The duties of Entertainment Facilities Operations Super-
visor fall between those of Airport Attendant Supervisor
and Assistant Public Facilities Maintenance Superintendent,
because Entertainment Facilities 3perations
Manager is responsible for the maintenance and operation
of a larger physical operation, which is subject to constant
abuse by attendees of events, than the Airport Attendant-
. Supervisor. However, Entertainment Facilities Operations
Supervisor is not responsible for supervision of skilled
maintenance workers such as Carpenters, Plumbers, Electricians
a.s is the Assistant Public Facilities Superintendent.
Auditorium Business Supervisor performs many duties com-
parable with Departmental Administrative Assistant and.
Cemetery Business Assistant.
Departmental Administrative Assistant serves as staff
assistant to department head; provides information and
serves as liaison to department, private citizens and
organizations; interprets department policies and prp-
cedures; and may supervise employees.
Cemetery Business Assistant sells cemetery items such as
graves, crypts a.nd niches; arranges funerals; receives,
records a.nd deposits money; interprets golicies and
procedures; types memos; maintains department records
and compiles reports.

Recommendation
It is recommended that the City Council approve the attached
resolution amending Salary Resolution No. 4646, establishing
salary levels for Assistant Director of Entertainment Facilities,
Entertainment Facilities Operations Supervisor and Auditorium
Business Supervisor as follows:
Assistant Director of Entertainment Facilities be established at
$1,976/mo, E Step - equivalent to salary of Assistant City
Librarian. Present salary of Assistant Director of Entertainment
Facilities is $1,792/mo. E Step. This would be a change in salary
level of $184/mo.
Entertainment Facilities Operations Supervisor be established at
$1,659/mo. E Step - equivalent to the salary average of Airport
Attendant .Supervisor ($1,359/mo. E Step) and Assistant Public
Facilities Superintendent ($1,960/mo. E Step). Present salary of
Entertainment Facilities Operations Supervisor is $1,537/mo. E Step.
This would be a change in salary level of $122/mo.
Auditorium Business Supervisor be established at $1,347/mo. E Step -
equivalent to the salary average of Departmental Administrative
Assistant ($1,541/mo. E Step) and Cemetery Business Assistant ($1,153/
mo. E Step). The present salary of Auditorium Business Supervisor
is $1,246/mo. E Step. This would be a change in salary level of
$100/mo
