SUBJECT: Revised Classification Specifications
Introduction
This report transmits routinely revised classification specifications
for Assistant City Clerk, Gity Clerk, Heavy Equipment Operator and
Library Assistant for Council approval.
Background
In conjunction with examining for vacant positions, Personnel
routinely updates classification specifications. The attached classi-
fication specifications have been revised to better reflect actual
job duties. The specifications were reviewed by the Personnel Board
at their regular meeting on September 14, 1981 and were approved.
Recommendation
It is recommended that Council approve the attached revised specifi-
cations..

ASSISTANT CITY CLERK
DEFINITION: Under moderate supervision, maintains and assists
in supervising the maintenance of public records; and assists
in fulfilling the official functions of the City Clerk's office.
Performs (elated duties as required.
TYPICAL DUTIES:
Assists in conducting municipal elections and preparing City
Council and Redevelopment Agency agendas and minutes,
Maintains Municipal Code and index.
Assists in supervision of records management and retention.
Prepares reports and statistical data.
Arranges for printing and certifying copies of official
papers and sends notices to newspapers for publication.
Answers public inquiries; makes records available to the
public as requested.
Performs duties of Department Bead in City Clerk's absence.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: State of California government and election
codes, municipal codes and ordinances; principles of records
management systems; modern office practices, procedures and
equipment,
Ability to: -read and write precise business English; keep
complex records; exhibit courtesy and tact in meeting with City
officials, employees and the public.
Possession of a valid driver's license.
DESIRABLE TRAINING AND EXPERIENCE:
Graduation from a four-year college or university with a
major .in public or business administration or a related field.
Two years experience working directly with municipal records
may be substituted for education,
SUPERVISION RECEIVED:
Works under moderate supervision of the City Clerk who
outlines work, frequently reviews work in progress and carefully
reviews completed work.
SUPERVISION EXERCISED:
Exercises technical sugervision over subordinates, making
detailed work assignments, frequently reviewing work in progress
and carefully reviewing completed work.
CITY CLERK
DEFINITION: Subject to legislative determination, directs
the operation of the City Clerk's office, and the maintenance
and retention of public documents..
TYPICAL DUTIES:
Supervises municipal elections.
Prepares City Council and Redevelopment Agency agendas and
minutes.
Directs maintenance of Municipal Code and index of ordin-
ances and resolutions.
Supervises records management and retention.
Acts as custodian of the City Seal.
Certifies copies of official documents and records.
Administers oaths or affirmations; takes affadavits and
dispositions pertaining to City Affairs.
Attests to the execution by the City Manager of all
conveyances, contracts and agreements.
Directs official publication of notices, ordinances and
contracts.
Answers public inquiries; makes records available to the
public as requested.
Receives petitions and official notices directed to Council;
forwards information received to Council.
Directs mail distribution and reproduction services for
City departments and divisions.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate
the following:
Knowledge of: State of California government and election
codes; municipal codes and ordinances; principles of staff super-
vision and organization;- principles of records management systems;
modern office practices, procedures and equipment.
Ability to: Direct the work of a variety of personnel;
establish and maintain complex office procedures and policies
consistent with law and Council direction;. prepare written and
oral presentations; exhibit courtesy and tact in meeting with
City officials, employees and the public, read and write concise
business English.
Possession of a valid driver's license.
DESIRABLE TRAINING AND EXPERIENCE:
Graduation form a four-year college or university with a
major in public or business administration or a related field.
Five years'experience as a custodian of official records for a
public agency, including two years as a supervisor.
SUPERVISION RECEIVED:
Works under administrative supervision of City Council
who make detailed work assignments, occasionally review work
in progress, and periodically review completed work.
SUPERVISON EXERCISED:
Exercises technical supervision over subordinates, making
detailed work assignments, frequently reviewing work in progress
and carefully reviewing completed work.
HEAVY EQUIPMENT OPEP.ATOR
DEFINITION: Under moderate supervision, operates heavy construction
equipment in the maintenance and repair of streets, alleys, sewers,
and water lines. Performs related duties as required.
DISTINGUISHING FEATURES OF THE CLASS:
Differs from Equipment Operator I and II in that Equipment
Operator I operates light equipment and an Equipment Operator II
supervises Equipment Operator I's and operates light equipment, while
a Heavy Equipment Operator operates heavy equipment.
TYPICAL DUTIES:
Operates, services and maintains motor patrol grader; bull-
dozer; hydrocane; ladder; back-hoe; skip loader; and stomper.
Drives truck and tractor-trailer combinations.
Installs, replaces and repairs water mains and hydrants; and
yarns and caulk joints.
May supervise laborers and equipment operators.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate the
following:
Ability to: operate and maintain heavy equipment; and follow
written and oral instructions.
Possession of a valid California Class "1" driver's license.
DESIRABLE TRAINING AND EXPERIENCE:-
T ree years experience operating heavy or semi-heavy equip- .
ment and performing maintenance_or construction work.
SUPERVISION RECEIVED:
Works under technical supervision of Street Maintenance Super-
visor, Street Maintenance Superintendent or Water Construction Crew
Leader, who makes detailed work assignments, frequently reviews work
in progress, and. periodically reviews completed work.
SUPERVISION EXERCISED:
May exercise technical supervision over laborers,. equipment
operators, and pipe fitters, outlining work assignments, occasionally
reviewing work in progress, and carefully reviewing completed work.
LIBRARY ASSISTANT
DEFINITION: Under moderate supervision „ performs paraprofessional
ibr~ any work and assists professional librarians with the operation.

required.
DISTINGUISHING FEATURES OF THE CLASS: Differs from a Librarian
in that the Library Assistant performs increasingly responsible
clerical work and some routine professional library :cork, while
a Librarian I performs entry level professional library -cork.
TYPICAL. DUTIES
Performs a variety of responsible library tasks at a
paraprofessional level.
Assists librarians with the operation of a department or
branch library.
May supervise, train and schedule clerical and as-needed
employees.
Prepares book orders and related forms, maintains order
files, and receives and checks new library materials.
Performs routine cataloging and classification of library
materials.
Assists in the development of rules and procedures for
materials circulation, borrower registration, and the
administraticn of cverdue procedures.
Maintains statistical records and prepares reports.
Assumes responsibility for a department or branch library
in the absence of a librarian.
Assists patrons in making .effective use of library
facilities and materials.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstrate.
the fo owing:
Knowledge of: general public library practices and procedures,.
including the Dewey Decimal System and Library of Congress subject
headings. Specific knowledge of at least one of the following:
periodicals, acquisitions, technical services, children's services,
audio-visual services or circulation services.
Ability to: -type at a corrected speed of 45 words per
minute; organize and maintain files and records; supervise
clerical and as-needed employees; establish and maintain effective
working relationships; folloca written and oral instructions;
and communicate orally and in writing.
DESIRABLE TRAINING AND EXPERIENCE:
Two years' full-time, paid clerical work in a public library
or two years of college and one year of full-time, paid clerical
work in a public library.
Possession of a valid driver's license.
