SUBJECT: Approval of New Classification Specifications and Adoption
of a Resolution Setting Salaries for ~+1ork Systems Analyst,
Systems Analyst, and EDP Systems and Programming Supervisor.
Introduction
This report requests approval of Classification Specifications for Work
Systems Analyst and Systems Analyst and adoption o£ a Resolution setting
the salary for those positions and for EDP Systems and Programming
Supervisor.
Background - Work Systems Analyst
In the FY 1981-82 budget for the Engineering Division, provision is made
for a Work Systems Analyst. Based on a study conducted by Personnel in
1979, this classification was designed to measure productivity of con-
struction and maintenance crews and to recommend changes, programs and train-
ing to reduce costs and to improve efficiency. Work Systems Analyst was
developed in 1979 along with the Loss Prevention Manager position, to
replace the functions of the Industrial Safety Engineer.. The attached
classification specification was approved by the Personnel Board in their
meeting on October 24, 1979. Because the Department chose to underfill
the position with a Departmental Administrative Analyst the specification
and salary for Work Systems Analyst were not acted on by Council at that
time. A recent internal salary comparison indicates that an E-step
salary of $2,356/month ($2,521 with City-paid PERS) is appropriate for
the new classification.
Background.- Systems Analyst and EDP Systems and Programming Supervisor
On November 24, 1981 Council authorized two new positions to develop a
crime analysis and police record system. Personnel has completed class-
ifications work on these positions and the attached classification speci-
fication has been developed. The Personnel Board will review this

specification at their January 11 meeting and their recommendations
will be forwarded to Council on the twelfth.
The salary for Systems Analyst has been recommended at $2,726/month
E-step ($2,917/Mo with PERS) to be competitive in a tight job market.
This salary exceeds the current salary of the EDP Systems and Program-
ming Supervisor who will supervise the new position. It is necessary
therefore to adjust the salary for EDP Systems and Programming Super-
visor to $3,063/Mo. E-step (5% above the recommended salary for Systems
Analyst.)
Recommendation
It is recommended that Council move to approve the attached specifica-
tions for Laork Systems Analyst and Systems Analyst and adopt the attached
resolution establishing salaries for those positions and EDP Systems
and Programming Supervisor.

WORK SYSTEMS ANALYST
DEFINITION: Under moderate supervision, measures productivity
of construction and maintenance crews through field observations,
and makes recommendations for improvement. Performs related
duties as required.
TYPICAL DUTIES:
Develops methods of accurately measuring productivity.
Performs. empirical studies related to construction and main-
tenance work.
Reviews industrial and construction accident reports and
assists Loss Prevention Manager to develop methods of reducing
and/or eliminating accidents.
Studies and analyzes the work of crews for crew size, equip-
ment and materials used, and the manner in-which the job is done
correctly.
Prepares detailed reports of specific operations to reduce
manpower levels, reduce costs; and determines methods of improving
efficiency and productivity.
Establishes target figures for productivity improvement
programs.
Prepares periodic progress reports evaluating productivity
of work crews.
Recommends, plans and directs efficiency and productivity
training programs.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able-to demonstrate
the following:
Knowledge of: empirical methods in productivity analysis;
elementary industrial engineering techniques; quality control;
and principles of mathematics and statistics.
Ability to: work under moderate supervision; plan and
direct programs designed to meet increased productivity goals;
prepare and present wirtten and oral reports; and work effectively
with City employees. Possession of valid driver's license.
DESIRABLE TRAINING AND EXPERIENCE:
Graduation from college with a bachelor's degree in industrial
engineering or a related field.
Two years' experience performing work systems analysis, and/or
productivity research.
SUPERVISION RECEIVED:

General Services or the City Engineer, who outlines work, occasionally
reviews work in progress, and carefully reviews completed work.
SUPERVISION EXERCISED:

SYSTEMS ANALYST
DEFINITION: Under minimal supervision, designs, implements, modifies and
maintains information systems. Performs related duties as required.
DISTINGUISHING FEATURES OF CLASS: Differs from EDP Programmer Analyst in
that Systems Analyst s primary function is systems design and implementa-
tion, requiring extensive knowledge of systems analysis, while EDP Program-
mer has mor responsibility for programming.
TYPICAL DUTIES:
Conducts feasibility studies.
Conducts organizational system studies of existing systems which in-
clude information flow, forms and equipment used, and duties of personnel
of department under study.
Determines new system requirements and makes recommendations as to
types of new systems to be employed.
Designs new systems to include-organizational. changes, changes in
personnel job duties, new forms, equipment,-flow charting, programming re-
quirements and implementation plans and schedules.
Performs overall systems tests and programming tests.
Supervises implementation of systems, checks documentation and trains
users in systems use.
Writes technical instructional materials for system users.
Prepares complex technical reports for use by higher management and
technical staff.
Monitors and maintains on-going operational systems-.
Acts as project leader for specific jobs as required.
Assumes duties of EDP Systems and Programming Supervisor when specifi-
ca11y assigned.
BASIC QUALIFICATIONS: ~ -
MINIMUM STANDARDS: Applicant must be able to demonstrate the follow-
ing:
- Knowledge of: information systems analysis techniques, design and
operation of data processing hardware and software, and project management.
Ability to: develop and implement information systems, program in
a major language, supervise and .train programming staff, and interface with
user agencies.
DESIRABLE TRAINING AND EXPERIENCE: Bachelor's degree in Computer
Science, Mathematics, Engineering, Public or Business Administration, Opera-
tions Research Analysis, or Management Systems. Five gears experience per-
forming systems analysis duties and programming in a major language includ-
ing one year experience in telecommunications. Experience with equipment
configuration similiar to that used in the City and with data base.

EDP SYSTEMS & PROGRAMMING SUPERVISOR
DEFINITION: Under moderate supervision, supervises and coordinates
acts- vitles of data processing systems and programming personnel.
Performs related duties as required.
TYPICAL DUTIES:
Trains, supervises, and assigns personnel, and schedules
work flow to maximize use of resources.
Initiates new systems and modifications to existing systems,
including preparation of feasibility studies and timelines.
Des gns or assists with design of data processing systems.
Supervises implementation of systems, checks documentation,
and interfaces with users.
Lays out system specifications for programmers.
Determines policies for running programs and storing inventory.
Assesses hardware and software needs and prepares specifications
for acquisition.
Prepares and presents staff reports to Council and City Manager.
Assists in preparation and monitoring of department budget.
Assists programmer with complex projects and systems failures.
Designs and lays out forms for computer input and. output.
Assumes duties of EDP Manager when specifically assigned.
BASIC QUALIFICATIONS:
MINIMUM STANDARDS: Applicant must be able to demonstra*e

Knowledge of: municipal data processing systems.
Ability to: program in COBOL and RPG, design and implement
systems, supervise and train programming and systems personnel,
and prepare technical reports and budget data.
DESIRABLE TRAINING AND EXPERIENCE:
Gra uation rom co ege wit a Bachelor`s degree in data
processing, including classes in COBOL programming and systems
analysis.
Four years' experience in data processing on a small to
medium-size computer, including two years programming for business
applications and two years performing systems analysis.
SUPERVISION RECEIVED:

who outlines work, occasionally reviews work in progress and
periodically reviews completed work.
