SUBJECT: Resolutions Setting Election on Veterans
Preference Ordinance
Introduction
The attached two resolutions will, if adopted,
submit to the voters of the City of Santa Monica the
question of whether the veterans preference ordinance
adopted by the City Council should be repealed, and
request that such election be held at the time of the
statewide general election, June 6, 1978.
Background
One of the attached resolutions calls a`special
municipal election for June 6, 1978, and submits an
ordinance to a vote of the people which, if adopted would
repeal the ordinance establishing a veterans preference
credit which was adopted by the City Council. If the
proposed ballot ordinance is passed by a vote of the
people, the veterans preference ordinance would be repealed.
If the proposed ballot ordinance is not passed, the
veterans preference ordinance would stand as adopted by

the City Council.
Additionally, attached is a resolution requesting
the Board of Supervisors of the County of Los Angeles to
consolidate the Santa Monica special election with the
statewide general election on June 6, 1978.
Alternative Solutions
Not applicable.
Recommendation
It is respectfully recommended that the City
Council adopt the attached two resolutions for the purpose
of placing the veterans preference ordinance before the
voters and consolidating the election thereon with the
statewide election on June 6, 1978.

SUBJECT: Ordinance Establishing Veterans Preference
Introduction
This report transmits the attached ordinance
for second reading and adoption.
Background
In accordance with the direction of the City
Council at its meeting of February 14, 1978, the attached
ordinance has been modified in the following particulars:
1. The veterans preference is
provided only for examinations
for entry level positions, and not
for promotional examinations.
2. The veterans preference
is available only for veterans
who have been honorably discharged
or released from the armed services
by other than service retirement.
3. The preference is available
only if the veteran applies for
the examination within ten years

following the date of discharge, ',
or in the case of a veteran discharged
before the enactment of the attached
ordinance, ten years from the date
of enactment of the ordinance. --
4. The previous provision relating
to the ability of the City Council
to modify the ordinance after a vote
of the people has been removed.
The ordinance does make any veteran eligible
for the preference, whether he served during time of armed
conflict with a foreign power or not.
A copy of the previous. staff report is attached
hereto for information purposes. '
Alternative Solutions
The alternatives are to adopt the ordinance as
attached, or to adopt it as amended according to the
desires of the City Council, or not to adopt the ordinance
at all.
Recommendation
It is respectfully recommended that the City
Council adopt the attached ordinance as submitted.
