Following Council policy, the salaries are based upon the median salaries for the cities of Burbank, Glendale, Inglewood, Pasadena, Pomona, and Torrance. These cities were selected in prior years as well as the current year, due to comparability in size, budget, responsibility and labor market competition for department heads in Santa Monica and department heads in the above cities. In addition to adjustment to median, the salaries also reflect a projection for increase for the other cities. It is estimated that other cities will be increasing department head salaries between S and 60. The recommended salary for 1977-78 includes an average increase of 7.40 over the 1976-77 annual-salary including bonus for all positions. The greatest increases are provided for the Director of Environmental Services and the Finance Director since these positions are far below median. If these positions are excluded the average increase is 60 over the 1976-77 annual salary including bonus. In most instances department head salaries have not kept pace with the median so that the recommended salary increases are not uniform for all department heads. A contribution of PERS for 7% of salary is also made. It is recommended that this cost increase be paid by the City. It is also recommended that $45 per month be allocated to each department head to be applied to medical dependent coverage, dental insurance, payroll protection or life insurance as determined by the employee. This protection was specifically requested to help defray increased medical .insurance costs ($48.86 per month} for those department heads with dependents. Prepared by: JAMES D.
