SUBJECT: Recommendation for Ratification of an MOU with Individual Clerical
and Paraprofessional Employees of the City Attorney's Office.
Introduction
This report outlines the terms of the tentative agreement with
certain employees of the City Attorney's Office and presents
an estimate of the cost of additional wages and benefits over
the three year term.
Background
Upon special instructions from the City Council, staff has been
in meet and confer sessions with employees of the City Attorney's
Office since October 31, 1979. As a result of these sessions
agreement has been reached within the guidelines established by
Council for these negotiations.
Employees signatory to this agreement were formerly in another
unit, Confidential Employees, however their assignments do not
qualify them for such designation under the Santa Monica
Municipal Code, Section 801.
Distinguishing features of this agreement are:
1. A general salary increase of seven percent (7%)
effective July 1, 1979.
2. Inclusion of the individuals in the health coverage
plan enjoyed by the majority of City employees.
3. An innovative salary schedule plan for the Legal
Secretary series which eliminates the former classes
of Legal Secretary I, Legal Secretary II and Legal
Secretary III and defines a progression of salary
benchmark points based upon service time and above
average performance, and/or administrative assignments.

4. All other benefits levels are equal to or slightly
better than those enjoyed by other similarly classified
employees.
5. Salary increases during the 2nd and 3rd contract years
are based upon the CPI with a minimum of 4°s and a
maximum of 7o with mid-year double digit inflation
adjustments.
Cost Analysis
The term of the agreement is three years.
Total compensation costs under this agreement would increase a
maximum of $7,474 in fiscal 1979-80 a maximum of $24,764 in
fiscal 1980-81 and a maximum of $45,761 fiscal 1981-82 as compared
with "E" Step fiscal 1978-79 costs. This represents a maximum
total average percentage increase in total compensation of 8.7%
per year.
Recommendation
It is recommended that the City Council ratify the attached MOU
with individual clerical and paraprofessional employees in the
City Attorney's Office.
