r-10572City Council Meeting 04-12-2011 Santa Monica, California RESOLUTION NUMBER 10572 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA ESTABLISHING ON-STREET PARKING REGULATIONS FOR SPECIFIC VEHICLE HEIGHTS WHEREAS, the City of Santa Monica is authorized to prohibit or restrict the stopping, parking, or standing of vehicles on local roadways; and WHEREAS, the City Council is authorized under California Vehicle Code section 22507 to establish parking regulations regarding the stopping, parking, or standing of vehicles, consistent with the California Vehicle Code; and WHEREAS, on-street parking is a crucial resource for the City's residents, visitors and businesses; and WHEREAS, the parking of large or tall vehicles adjacent to driveways, alleys, or intersections can limit the visibility of drivers of vehicles attempting egress; and WHEREAS, there are many unique features of the City's local roadways and intersections that require unique applications of available tools; and WHEREAS, the City's Principal Transportation Engineer (formerly identified as the Parking and Traffic Engineer) is authorized under Santa Monica Municipal Code Section 3.12.710 with evaluating traffic-related concerns and proposing solutions to mitigate traffic safety issues, which includes establishing, maintaining, and designating parking or standing regulation markings; and WHEREAS,. based on the foregoing, the City Council finds that the City's Principal Transportation Engineer may, from time to time, determine that the prohibition of parking for vehicles over certain heights may be required to address specific traffic safety issues throughout the City; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The Principal Transportation Engineer is hereby authorized to install signs and/or markings to prohibit or restrict the on-street stopping, parking, or standing of vehicles that are five feet or more in height (including any load thereon) within 100 feet of any alley, intersection or .driveway, on certain streets in the City, during all or certain hours of the day, where the Principal Transportation Engineer determines that such signs or markings are necessary due to: (a) visibility concerns related to the drivers of vehicles approaching such alleys, intersections, or driveways; or (b) reported accidents or the possibility thereof susceptible to avoidance due to parking restrictions; or (c) other physical conditions likely to render any such alley, intersection, or driveway dangerous or hazardous to life or property. 2 SECTION 2. The City Clerk shall certify to the adoption of this Resolution, and thenceforth the same shall be in full force and effect. The City Clerk shall cause this Resolution to be published ohce in the official newspaper within 15 days after its adoption.
