Subject: Construction Contract for the Woodlawn Cemetery Sewer and Paving
Improvements Project
Recommended Action
Staff recommends that the City Council
1. Authorize the City Manager to negotiate and execute a contract with VCI
Telecom, Inc. dba VCI Construction, aCalifornia-based company, in the amount
of $298,323 (includes a 10% contingency) for the Woodlawn Cemetery Sewer
and Paving Improvements Project.
2. Authorize the Director of Public Works to issue any necessary change orders to
complete additional work within budget authority.
Executive Summary
Infrastructure improvements at the Woodlawn Cemetery (Cemetery) are a key element
to the implementation of the Cemetery Business Plan. This project will upgrade the
existing sanitary sewer system serving the Mausoleum arid rehabilitate the asphalt
pavement throughout the Cemetery grounds. VCI Telecom, Inc. dba VCI Construction is
recommended for the construction of this project at a cost of $298,323.
Discussion
On April 28, 2009, Council approved the Cemetery Business Plan designed to increase
the viability of the Cemetery and achieve financial sustainability. A key element of the
business plan implementation is infrastructure improvements and aesthetic
enhancement of the Cemetery grounds. The Woodlawn Cemetery Sewer and Paving
Improvements Project includes construction of a new sanitary sewer main and laterals
serving the Mausoleum; construction of concrete curbs, gutters, and cross gutters; and
maintenance and pavement rehabilitation of all streets within the Cemetery grounds.
The existing sewer and street infrastructure is in deteriorated condition and requires
upgrades to meet service demands.

Contractor Selection
On January 20 and 21, 2011, the City published a Notice Inviting Bids in the Santa
Monica Daily Press and on the City's website. Fifty-one prospective contractors
requested bid packages. The City Clerk's Office received 13 formal bids that- were
publicly opened by the Deputy City Clerk on February 9, 2011. Bid results are as
follows:

All bids were evaluated on competitive pricing, understanding of the project's scope,
direct experience in similar projects, approach to the work, technical competence,
qualifications of the proposed staff, and the ability to meet the project schedule.
Furthermore, references listed by contractors were contacted to verify past performance
on similar projects.
Staff recommends VCI Telecom, Inc. dba VCI Construction (VCI) as the best bidder
based on their price, quality of services, and experience with similar projects. Recent
projects completed by VCI include various utility projects for the cities of Victorville,

Buena Park, Tustin, and San Dimas. Reference agencies were contacted and all
respondents reported that VCI's work was completed in a timely and cost-effective
manner while maintaining consistent quality. The California State Contractors License
Board verified that VCI and its subcontractors' licenses are current, active, and in good
standing.
The Western Group, Inc. provided a bid for the project that was at a lower total cost
than the one submitted by VCI. Upon review of the proposal from Western Group, Inc.,
staff determined that the Western Group, Inc.'s proposal did not comply with the project
specifications and their bid is considered non-responsive.
Financial Impacts & Budget Actions
The streets within the Cemetery grounds where improvements are proposed are within
the public right-of-way. Therefore, sewer improvements are funded by the Wastewater
Fund and street improvements are funded by the General Fund. The contract amount
to be awarded to VCI Telecom, Inc. dba VCI Construction is $298,323. Funds are
available at the following accounts:
