r-10567City Council Meeting March 22, 2011 Santa Monica, California RESOLUTION NUMBER 10567 (CCS) (City Council Series) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE CALIFORNIA STATE DEPARTMENT OF TRANSPORTATION ENVIRONMENTAL JUSTICE GRANT PROGRAM FOR FUNDING IN FISCAL YEAR 2011-12 AND THE EXECUTION OF DOCUMENTS NECESSARY TO PARTICIPATE IN THE PROGRAM WHEREAS, the City of Santa Monica, a municipal corporation, wishes to apply for and receive an allocation of funds through the California State Department of Transportation ("Caltrans") Fiscal Year (FY) 2011-12 Environmental Justice Grant Program; and WHEREAS, Caltrans has issued an invitation for applications to the Environmental Justice Grant Program as part of the FY 11-12 Transportation Planning Grant Program. Caltrans is authorized to approve grant program requests subject to the terms and conditions of the FY 11-12 Transportation Planning Grant Program; and WHEREAS, the City of Santa Monica wishes to submit an application to obtain from Caltrans an allocation of Environmental Justice Grant Program funds in an amount not to exceed $250,000. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION 1. The City of Santa Monica shall submit to Caltrans an application to participate in the Environmental Justice Grant Program in response to the invitation for applications for FY 11-12, requesting a funding allocation in an amount up to $250,000 to conduct public outreach and conceptual design of the Michigan Avenue Bike Boulevard, in support of the Land Use and Circulation Element vision for the Citywide bicycle network. SECTION 2. If the application for funding is approved, the City of Santa Monica hereby agrees to use the Environmental Justice Grant Program funds for eligible. activities in the manner presented in the application as approved by Caltrans and in accordance with program Guidelines. SECTION 3. The City Manager, or Manager's designee is authorized to conduct all negotiations and to execute in the name of the City of Santa Monica the application, the Standard Agreement, and any and all other documents required by Caltrans for participation in the Grant Program, including any amendments thereto. SECTION 4. The City Clerk shall certify to the adoption of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
