Subject: US Department of Justice, Justice Assistance Grant (JAG) MOU
Recommended Action
Staff recommehds that the City Council:
1) Authorize the City Manager to execute a Memorandum of Understanding with the
City of Los Angeles, which will allow the City of Santa Monica to accept grant
funding from the Department of Justice in the amount of $63,095.61 for the Santa
Monica Police Department's crime control program.
2) Authorize budgetary changes as outlined in the Financial Impacts & Budget
Action section of this report.
Executive Summary
During the first quarter of 2009, $67,844.74 was awarded to the City of Santa Monica
Police Department as a part of the Justice Assistance Grant (JAG) Program Award.
According to Department of Justice, Office of Justice Programs', Bureau of Justice
Assistance's guidelines, this grant requires one agency within Los Angeles County to be
the grant administrator for all other agencies.
Los Angeles has been selected to be the grant administrator for Los Angeles County,
which includes the City of Santa Monica; therefore the two cities must enter into an
MOU. The City of Los Angeles will receive 7% ($4,749.13) of the original grant
allocation to administer the grant, leaving the City of Santa Monica with 93%
($63,095.61) of the original allocation.
Background
To ensure that crime is controlled and public safety is maintained during difficult
economic times, the US Department of Justice awarded grant funds to agencies to

support costs associated with law enforcement operations and the purchasing of
supplies and equipment. This grant allocated funds for 77 cities within Los Angeles
County based on historic crime statistics and city demographics. The City of Santa
Monica was allocated $67,844.74. Additionally, federal guidelines require that one city
within Los Angeles County be designated the grant administrator and is therefore
eligible for administration fees. The City of Los Angeles has been designated the
administrator for Los Angeles County and has been allocated 7% of the grant funds,
therefore the total funds eligible for the City of Santa Monica-are $63,095.61.
Discussion
The police department will use crime analysis tools to determine when specific crimes
are increasing and subsequently will deploy additional resources on an overtime basis
to counter the increasing trend. This grant will fund a portion of the Santa Monica Police
Department's overtime deployment costs which are associated with the aforementioned
efforts.
Financial Impacts & Budget Action
The following FY2010-11 budget changes will be necessary
1. Establish a revenue budget in the amount of $63,095.61 at account number
20304.402960.
2. Appropriate the grant funds to the following accounts:
$63,095.61 Personnel Costs to 20306.511490 93659W.
