Introduction
this is a staff report conveying the Planning Com-
mission's recommendation that another 180 day moratorium on
condominium conversions be established.
Background
In September 19'74 the City Council imposed a moratorium
on condominium conversions for a period of six months until the
Housing Element and a revised condominium conversion ordinance had
been adopted. This moratorium expired on March -l `7, 19'75. The Gity
Planning Commission now recommends that. the moratorium be re-estab-
lisped for an additional 180 days for the same reasons as in the
earlier action. Completion and adoption of the Rousing Element is
expected by mid November.
Alternatives
The alternatives available to the City Council include
the establishment of a moratorium by means of ordinance; or emer-
gency ordinance in the event the Council believes immediate action
is required. Anoiher alternative would be a decision not to impose
such a moratorium on the basis that it is not needed. No applications
for condominium conversion are presently pending before the Planning
Commission.

Recommendation
In view of the Planning Commission's request, it is
recommended the City Attorney be directed to prepared an ordinance
for consideration in the usual course of procedure.

SUBJECT: Moratorium on Condominium Conversions
Ai its regular meeting of September 22, 1975 the City
Planning Commission approved a motion recommending that your-Hon-
orable Body re-establish the moratorium on condominium conversions
which expired on March 1'], 1975, for a period of six months to
permit the completion-of the Housing Element and the adoption of
a new condominium conversion ordinance based on that Element.
The motion was carried by the following vote:
AYES: Commissioners Hotchxiss, Katz, Lonsinger,
Schneider and Malcolm.-
NOES: None
ABSENT: Commissioners Gould and Roper.
