Background In August 1975 the City Council adopted an extension of the beach front moratorium which was effective until March 26, 1976. The purpose of this ordinance was to prohibit the issuance of building permits on properties seaward of an alignment of Palisades Beach Road, Appian .Way, Ocean Avenue south of Pico Boulevard and Barnard Way unless the proposed construction was specifically approved by the-City Council. This moratorium was considered necessary because plans presently under development may not contemplate continued development in this area in accordance with the existing zoning pattern. Of particular significance is the State Beach Master .>> Plan now under consideration. Ihze to the complexity of this Plan and the number of bodies currently reviewing it, it will not be before the City Planning Commission for formal consideration ap- proximately June 1st. T0: Mayor and City Council - 2 - May 17, 1976 Alternatives The City Council has the alternative of extending or not extend- ing the moratorium for an additional six months or a briefer period should it be desired. Extension of the moratorium does not necessarily preclude development or construction but does require that City Council grant a Variance for a_ny permit iri excess of $5,000 which in effect requires all major new construe- tion to be approved by the City Council on an individual basis. Recommendation If the Council is desirous of extending the moratorium, it is recommended that the Council authorize the City Attorney to prepare an ordinance for introduction and first reading.
