BAC?~CROT7~ID On September r+, 1975 the City Council imposed a construction maratori_um in the beach Front area prohibiting new construction or repairs in excess of $5000 without specific approval by the. Council. The Sand & Sea Club at 415 Pacific Coast Highway has applied for a permit for $8000 of remodeling work involving construction of two additional cabanas, addition of two restroom facilities and replacement of an a°~ning. ALTERL~IATIVES Section 5 of the Maratorium Ordinance provides that the City Council may grant a Variance from the provisions of the Ordinance upon a finding of hardship, exceptional circumstances or absence of any detrimental effect to the public welfare. The City Council ~/ TO: mayor and City Council - 2 - January 19, 1976 therefore has the alternative of granting approval of this variance where such findings can be sho=.~rn. POLICY I~`~,~LSCt?T1.0~? As th:i_s property is already substantially developed and the project work is not directly involved in the "beach front" plan; staff does not foresee any negative policy implications fro.n granting a va-ri~ance for this minor remodeling project.
