Introduction _ ~- This is a staff report accompanyi the rev~sed~Goals and Objectives for the City of Santa Monica p oposed by the Citi tens' Advisory Committee for the General Pl an. Background Last year the City Council established the Citizens' Advisory Committee for the General Plan and approved a program for the revision and updating of the City's Master Plan. A basic part of this program involves the development of goals and objectives for the City. In February, 1975 the Goals and Objectives prepared by the Citizens' Advisory Committee were studied by the City Plan-Wing Commission a_nd forwarded to the City Council for consideration and adoption. On April 9th the Citizens' Advisory Committee and the City Council held a joint meeting at which the proposed Goals and Objectives were discussed and where the Committee and Council ex- changed ideas regarding various meanings and intent ~ ns involved in the wording of certain passages. Alternatives The program for the revision and updating of the City's General Plan approved by the City Council and in process for ap- proximately 10 months depends substantially upon the adoption of fundamental goals and objectives as policy recommendations during the later processes for various elements. It is critical, therefore, that the Goals and Objectives be adopted as early as possible. Recommendation Inasmuch as the proposed Goals and Objectives constitute the interim document which will provide the foundation for the de- velopment of the further general plan elements and has been re- vised to preclude any ambiguity and vagueness contained in the original submission, it is respectfully recommended that the City Council act in accordance with the request of the Citizens'Advisory Committee by setting the matter for public hearing and approval at the earliest practical time.
