Establishing An Executive Pay Plan
Introduction
This report requests adoption of the attached- Resolution
amending the Executive Pay Plan Resolution Number 6742 (CCS).
Background
On August 23, Council adopted an Executive Pay Plan covering
Department Heads and certain members of the City Manager°s
staff. The Resolution that established the Executive Pay Plan
should have included the following:
1. Recognition that the City Librarian observes the
Library holiday schedule and ,that Executive Pay Plan
participants other than the Librarian and Director of
Transportation observe a holiday schedule that
substitutes a floating holiday and the Friday
following Thanksgiving for Admissions Day and
Veteran's Day. These holiday changes have already
been substituted in MOU's covering other City
employees and have been observed in practice by
Executive Pay Plan participants.

2. Repeal of Resolution Number 6590 (CCS) adopted by
Council in November of 1982, which extended a merit
pay plan to Department Heads not signatory to the
Department Head MOU and to certain members of the City
Manager's staff.
3. Provision for overtime pay to the City Manager's
Office Administrator and the City Council Office
Administrator in situations cohere their overtime work
is clearly outside the scope of work of their
respective assignments.
4. Provision for evaluation by the City Manager's
designee for those staff members who do not report
directly to the City Manager.
The attached resolution incorporates those changes.
Budget/Financial Impact
Funds for the Executive Pay Plan were included in the FY 83-34
budget. The proposed amendments require no additional
expenditures.
Recommendation
It is recommended that Council adopt the attached resolution
amending Resolution Number 6742 (CCS), which established the
Executive Pay Plan.
