SETBJECT: Approval of Classification Specifications and Adoption
of Resolution Establishing Salarg for Payroll Supervisor
Introduction
This report requests approval of 13 new classification specifications
and 16 revised/retitled classification specifications, all related to
changes approved in the 1983-1984 budget. Funds required to support
the new or revised classifications have been approved by the City
Council and are reflected in the adopted budget, with the exception of
Payroll Supervisor. Salaries for these positions were adopted by
Council Resolution No. 6709 on June 21, 1983. A salary resolution
establishing a salary rate for Payroll Supervisor.
Background - New Classification Specifications
The following new classification specifications are required to
implement program and organizational changes approved by the City
Council in the adopted 1983-1984 budget:

The position responsible for supervision of the payroll function is
currently classified as Accountant, assigned, together with all other
Accountant positions, to .the `M.E.A. bargaining unit. However, the
incumbent has successfully petitioned for inclusion in the S.T.A. unit,
based on her supervisory responsibilities. In order to clearly
distinguish the position from other Accountant positions, all of which
are non-supervisory, approval Af a new classification of Payroll
Supervisor is recommended by Personnel and the Director of Finance.
The recommended E-step rate of $2051/month ($2195/month with P.E.R.S.)
represents the current rate for Accountant plus 5~, which is the salary
increase granted to S.T.A. as of July 1, 1983.

Recommendation
It is recommended that the Council move to approve the aforementioned
classification specifications and adopt the attached resolution
establishing a salary rate for Payroll Supervisor.

Introduction
This report transmits the actions taken by the Personnel Board on
Monday, July 11 regarding classification specifications which are
before Council as Agenda Item 6L.
Background
The Personnel Board routinely reviews classification specifications
and recommends any changes. they find appropriate to Council for
action. At their regularly scheduled meeting on Monday, July 11, the
Personnel Board took th,e following actions on classification
specifications which are before Council as Item 6L:
Associate Planner - Approve
City Parking & Traffic Engineer - Approved
Civil Engineer Associate - Approved
Mechanic Assistant - Approved
Parking Meter Repairer - Approved
Assistant Director of General Services - Approved
Fire Mechanic - Approved
Community and Neighborhood Services Manager - Approved
with the addition of the words "and packaging of multiple
funding source projects" under Desirable Training and
Experience following the reference to Federal or State
grants.

at the Personnel Board°s August 8 meeting, after which their
recommendations will be forwarded to Council.
Recommendations
It is recommended that Council approve the classification

Engineer, Civil Engineer Associate, Mechanic Assistant, Parking Meter
Repairer, Assistant Director of General Services, Fire Mechanic,
Housing Program Manager, Payroll and Accounting Supervisor and
Rangemaster as submitted in item 6L, approve the classification
specification for Community and Neighborhood Services Manager as
amended by the Personnel Board, and adopt the Resolution establishing
the salary for Payroll Accounting Supervisor attached to item 6L.
