SUBJECT: Approval of Classification Specifications for Assistant
Revenue N_anager/City Treasurer and Collections Manager
and Adoption of Resolution Establishing Salaries for
Assistant Revenue Manager/City Treasurer, Collections
Manager, Lead Plumber and Trades Supervisor.
Introduction
This report requests approval of two new classification specifica-
tions and adoption of the attached Resolution establishing salary
rates for both. Funds required to support both have been approved
by the City Council and are reflected in the adopted budget. Both
classification specifications were approved by the Personnel Board
at it's meeting of August 8, 1983.
Additionally, the attached Resolution establishes revised salaries
for two existing classifications.
Background - New Classifications
The new position of Assistant Revenue Manager/City Treasurer has
been created to enhance efforts to improve the performance of all
Treasury functions and to augment the City's cash management pro-
gram. A previously budgeted Senior Accountant position in the
Revenue Management Division has been deleted from this year's
budget and the duties incorporated in this r_ew position. A sur-
vey of Southern California Cities and comparison with internal
salaries were used to establish a salary recommendation at an
E-step rate of $2965/month ($3173/month-'with PERS.
The new position of Collections Manager will functionally super-
vise all City collection activities to enhance revenues lawfully
due to the City. A survey of Southern California cities and
comparison with internal salaries were used to establish a salary

recommendation at an E-step rate of $2797/month ($2992/month with
PERS.
Background - Revised Salaries
At its regular meeting of June 21, 1983, the City Council adopted
Resolution No. 6709, establishing new and/or revised salary rates
for a number of permanent classifications approved in the adopted
budget for 1983-84. Among those classifications were two new ones,
Lead Plumber and Trades Supervisor, assigned to the Supervisors
Team Associates (STA) bargaining unit. The salary rates approved
by Council were predicated on 1982-83 salaries and did not con-
sider the five-percent (5%) cost-of-living adjustment that took
effect for all STA positions in accordance with the current
Memorandum of Understanding on July 1. The salary revisions
recommended at this time will restore these classifications to the
internal relationship levels originally intended.
Recommendation
It is recommended that the Council move to approve the aforemen-
tioned classification specifications and adopt the attached.
Resolution establishing salary rates for Assistant Revenue ~-ianager/
City Treasurer, Collections Manager, Lead Plumber and Trades
Supervisor.
